The applicant is <br /> • <br /> proposing no outdoor storage related to the business with the exception of the <br /> occasional customers boat. <br /> The business is proposed to be operated out of the applicant's attached 24' x <br /> 24' garage. If this application is approved, the applicant plans on adding a <br /> 19' x 30' addition to the existing garage. The proposed garage addition would <br /> meet the accessory structure ordinance, in terms of accessory structure area. <br /> The applicant is proposing that all sales be conducted at the customers home <br /> or business with the applicant providing pickup and delivery of all <br /> merchandise, therefore, customer traffic would be kept to a minimum. The <br /> applicant does anticipate UPS deliveries of fabric and supplies a couple of <br /> times a week. <br /> Number of Employees/Hours of Operation <br /> The business will consist of the applicant, his wife, and one part time <br /> employee. Hours of operation would consist of 7:00 a.m. to 7:00 p.m., Monday <br /> through Friday, and occasionally on Saturday. Both of these standards <br /> would meet the requirements established in the home occupation ordinance. <br /> Equipment <br /> • The applicant has indicated that the machinery needed to operate an <br /> upholstery business consists of a compressor, industrial sewing machines, <br /> table saw, and band saw. The sewing machine and compressor are the <br /> primary tools used extensively, with the saws used sparingly, for repair of <br /> damaged furniture. The applicant has indicated that he plans on keeping the <br /> air compressor in his basement, with airlines connecting to the garage. This <br /> should aid in reducing noise from the business. The garage is also proposed <br /> to be insulated, to help reduce noise. <br /> Previous Home Occupation <br /> In 1993, the City of Elk River approved a similar home occupation upholstery <br /> business for Todd Altenweg, at 11925 191st Avenue. The City's Planning and <br /> Zoning Departments have not received any complaints on the business. <br /> Recommendation <br /> Staff feels this request meets the seven standards for a conditional use <br /> permit as outlined in Section 900.20 of the Elk River City Code of <br /> Ordinances, as well as the Home Occupation Ordinance. Staff is <br /> IIIrecommending approval of the conditional use permit request to operate an <br /> cu95-11/planning/pc <br />
