Memo to Planning Commission Page 3
May 23, 1995
• consistent with the comprehensive plan amendment expanding the urban
service boundary.
Preliminary Plat
• General description - The property consists of approximately 120 acres
and is accessed by two county roads. On the east Proctor Road, or County
Road 77, and on the south, County Road 1. The preliminary plat also
illustrates possible connections to adjacent property providing a complete
transportation system. The proposed plat consists of 213 single family
residential lots. The developer is also proposing to dedicate a large outlot
on the north end of the plat as public open space.
• Topography/Physical Features - The subject property has a tremendous
amount of grade change naturally rising from south to the north. There is
approximately 140 feet of grade change from the southwest corner of the
plat towards the northeast. This grade change not only provides a lot of
character and scenic beauty to the property, but provides some real
challenges for development.
Along with the dramatic change in grades, the property also has a wide
• mixture of existing vegetation. The existing tree line essentially covers
the north two-thirds of the development. Staff has had an opportunity to
walk the entire property with the developer and Tim Edgeton, from the
County Tree Board. Attached is a letter from Tim describing his
observations as we walked through the development on that day.
Generally speaking, the property has a wide mixture of oaks, birch,
cherry, poplar and elm, with a wide variety of sizes and health conditions.
Upon our investigation of this site, it was found that significant areas
have been infected with oak wilt and would need to be controlled, cleared
and re-forested.
The preliminary plat design has tried to take into strong consideration
the change in grades while preserving as many trees as possible.
Granted this will be very difficult to accomplish, however, with a
majority of the lots having a significant lot depth, rear yards will be
basically untouched and preserved with the existing vegetation.
• Roads - The proposed preliminary plat has two primary access points--
one off of County Road 1 from the south, and the second, from Proctor
Road or County Road 77 from the east. It is anticipated that with the
development of the 40 acres immediately to the southeast of the proposed
• plat, an additional access point would be provided to this area which
would line up with Highland Road. Staff believes the primary flow of
s:planning:pc:P95-2
