(612) 263-8522
T?FE Bole
Steve Ach
City of Elk River
1.1Q6': Orono Parkway
rilk River, MN 5E330
Dear Steve,
On May 2, 1995, I met with you, Gary Schmitz, and the developer of Lafayette Woods Windsor
Development to review the development and walk thru the site. I primarily focused on assessing
the health and condition of existing trees, reviewing species composition, and determining
location of trees relative to proposed roads and housing lots. The following is a summary of my
observations and recommendations.
1. Oak Wilt.
• The development has 2 or 3 large areas with high mortality caused from oak wilt and/or
drought. Using oak wilt aerial photography and inventories, a total of about 5 or 6 sites appear to
be infected with oak wilt totaling about 20-30 acres (see map). A more exact number can be
determined this summer after the site more thoroughly inspected. The largest infection center is
located in the north•central portion of the development. Although there are a few pockets of
healthy oak within the infection center, it would be wiser and more economical to treat this as 1
large infected area and remove all oak within it. Remaining oak wilt sites are relatively small. It is
my understanding that the developer wishes to treat and control all oak wilt sites in the
development, beginning this fall. The developer will be eligible to participate in the County Oak
Wilt Cost-Sham Program which pays for 75% cat control costs up to approved limits (between
$1000-$2000). •
,ig r g t rate...lone ! •a.11 • Zgin !halting
ail J'.. . _, and ;.i ettl ail '. centers
la,;a.rt;ia:a, .! ., .. .rry tti,,S. .,r:a r:tg ,el;.{ ,,,,; neer; a:{ 1 7 a.Ll :rii';:UZiilrl (>%rlxi.lo
within the development. Once all sites are diagnosed, a proposal can be obtained to determine
total cost. Treatment of these sites can be done anytime from July 1 to mid November (snow
permitting).
Following the treatment of all oak wilt sites; we will mark all newly diseased trees from 1995
and recommend which trees should be removed and disposed of. The development will be
monitored for 3 years to identify future tree removals and recheck control lines.
2. Oak wilt prevention.
Ideally, any oak should not be pruned between Aprll 16 July 15. If work is i.harted within this
time frame:
cover all Open oak wounds with tree:paint
• -cover all fre;hiy cut- oak stumps with tree paint
review these points with all machinery of eraters
*Since there is a considerable amount of oak wilt alinady existing within 1 mile of this area, the
chance of starting new oak wilt is increased by about 4 times when development is occuting in
May of June. Therefore, if possible, begin work alter July 15.
