Memo to Planning Commission Page 4 <br /> April 17, 1995 <br /> Landscaping <br /> Although the Cargill Animal Nutrition Center is isolated at this time, growth <br /> is expected to occur in the surrounding area. In an effort to plan for the <br /> future growth staff would recommend that if this proposal is approved a <br /> condition should be added requiring that trees be planted along 165th <br /> Avenue to act as a visual enhancement to the farm. I have discussed this <br /> idea with Cargill and planting trees is in their future plans; therefore, they <br /> are in agreement with the proposed condition. <br /> Recommendation <br /> Staff recommends approval of the conditional use permit by Cargill to expand <br /> their existing swine research capabilities and for their existing feedlot with <br /> the following conditions: <br /> 1. That the applicant meet all the requirements as set forth in the <br /> feedlot permit from the Minnesota Pollution Control Agency. <br /> 2. That trees be planted along 165th Avenue near the security <br /> fence to act as a visual enhancement to the farm site. <br /> 3.
