• <br /> • General Conditions <br /> • <br /> 1. This Certificate of Compliance is issued to you in lieu of an animal <br /> feedlot permit because your facility dces not constitute a potential <br /> pollution hazard. Please be advised that should your facility become a <br /> potential pollution hazard in the future, you vill have to reapply for an <br /> animal feedlot permit. Furthermore, should you increase the number of <br /> animals at your facility to a point requiring a construction investment, <br /> should you change the ownership Of your facility or should you change your <br /> proposed method of storing, handling, utilizing or disposing of animal <br /> manure, you are required to reapply for an animal feedlot permit. <br /> 2. This certificate shall not release the holder from any liability or <br /> obligation imposed by Minnesota Statutes or local ordinances and shall <br /> remain in force subject to all conditions now or hereafter imposed by law. <br /> The certificate shall be permissive only and shall not be construed as <br /> stopping or limiting any legal claim of the state against the holder, its <br /> agents, contractors or assigns for damage to state property or for any <br /> violation of the terms of conditions of this certificate. <br /> 3. The use of the livestock feedlot shall be in accord with and limited tothe <br /> operation described in the permit application form and any other material <br /> filed by the applicant with the Agency or authorized county. <br /> 4. The animal feedlot shall be operated at all times in accordance with all <br /> • applicable rules or standards of the Agency now or hereafter adopted. <br /> Specifically, there shall be no discharge from this facility to waters of <br /> the state. Any discharges which occur shall be reported to the Minnesota <br /> Pollution Control Agency, Attn: Nonpoint Source Section, Programs Unit by <br /> telephone within 24 hours, at 612/296-7361, and by letter within five (5) <br /> days at 520 Lafayette Road, St. Paul, Minnesota 55.155. The reports shall <br /> include a description of the discharge, reason(s) for its occurrence, <br /> measures taken to correct the situation and to prevent its recurrence. <br /> 5. This certificate is .subject to modification or revocation for failure to <br /> comply with 'the terms stated herein or the provisions of any ether <br /> applicable rules or standards of the Agency and is issued with the <br /> understanding that it does not stop subsequent establishment of further <br /> requirements or insertion or appropriate additional clauses herein if it is <br /> considered necessary in order to prevent or reduce pollution of the <br /> environment. <br /> 6.
