ACH, CITY PLANNE$,i eZ <br />DATE: DECEMBER 27, 1994 <br />SUBJECT: ORDINANCE AMENDMENT BY THE <br />CITY OF ELK RIVER, PUBLIC <br />HEARING, CASE NO. OA 94-4 <br />REQUEST <br />The City of Elk River is requesting to amend Section 900.24 of the Zoning <br />Ordinance relating to parking and loading requirements. <br />Attached is the first draft of proposed revisions to the parking and loading <br />requirements as set forth in the Zoning Ordinance. It is not anticipated that <br />the Commission will be in a position to make a recommendation on these <br />proposed changes at Tuesday night's meeting, however, this item is being <br />brought forward at this time to begin discussions to make various changes to <br />this section of the ordinance. At Tuesday night's meeting I will go through <br />each section of the ordinance to explain the proposed additions and deletions <br />from the ordinance. <br />Also attached to this memo is a report from the American Planning <br />Association Advisory Service dealing with specific parking requirements of <br />various uses. The study was compiled by surveying several communities <br />throughout the United States and gives a good cross section of how <br />communities deal with parking requirements. Although some of these <br />requirements may not be applicable to Elk River, it certainly is a good <br />reference to be basing some of our decisions. This first draft of the ordinance <br />has not addressed the section that sets forth specific requirements for <br />individual uses, however, this is a section of the ordinance that needs to be <br />closely examined. <br />13065 Orono Parkway • P.O.
