The <br /> proposed development is on Lot 3, Block 4, of Elk Park Center, which is the free standing <br /> lot located along Freeport Avenue immediately north of the water tower. The information <br /> CIVIL ENGINEERING we reviewed was submitted by Dovolis Johnson Ruggieri, Incorporated. The submittal was <br /> ENVIRONMENTAL dated October 20, 1994. Based on our review we would offer the following comments: <br /> MUNICIPAL <br /> •PLANNING 1. The site plan on Page Al-A shows a 36' wide driveway accessing on Freeport <br /> SOLID WASTE Avenue. It is proposed to have three lanes, two exiting, and one entering. The <br /> STRUCTURAL driveway is offset approximately 50' to the south from the main entrance to the <br /> SURVEYING Target store. We would strongly recommend that the driveway location be moved <br /> TRAFFIC northerly to be immediately across from the Target entrance. This will require the <br /> TRANSPORTATION relocation of a fire hydrant, and a pedestal which will support one of the future <br /> street lights. The street light has not yet been installed. We would also question <br /> ELECTRICAL/MECHANICAL whether or not the Taco Bell requires a 36' wide driveway. It may be more <br /> ENGINEERING appropriate to have a driveway supporting only two lanes of traffic, one entering, <br /> HVAC and one exiting. This may help to reduce conflicts at peak traffic times between <br /> POWER DISTRIBUTION Taco Bell traffic and Target traffic. <br /> SCADA <br /> SYSTEM CONTROLS 2. The grading plan shown on sheet Al-B indicates one catch basin located internal to <br /> the site near Freeport Avenue. The entire site, approximately one acre of <br /> impervious surface, will then sheet drain to this catch basin location. We have <br /> contacted Maliah Miller of Dovolis Johnson Ruggieri, Incorporated, and indicated <br /> to her that this would meet City requirements of not draining out onto Freeport <br /> Avenue, but we would suggest they re-evaluate their internal drainage, and consider <br /> installation of at least one additional catch basin in the drive thru lane. This would <br /> allow them to eliminate the drainage curb cut-thru between the main parking lot and <br /> the drive thru lane. We have seen numerous other instances where these types of <br /> OFFICES IN: curb cut-thru's do not work properly. A small amount of debris, leaves, or icing <br /> •MINNEAPOLIS will cause water to stand in the drive thru lane. <br /> PRIOR LAKE <br /> ST.PAUL <br /> WASECA <br />
