At the time, Mr. Ron Kuhn, the <br /> developer for the Shores of Briarwood, was proposing a three (3) lot <br /> subdivision to be served by on-site septic systems. Because of Kliever's <br /> Marsh, which is designated as a Natural Environment (N.E.) lake by the <br /> Department of Natural Resources (DNR), the proposed lots required <br /> variances from the Shoreland Ordinance to comply with City Code. In 1989, <br /> all structures were required to meet a two-hundred (200) foot setback from <br /> • the Ordinary High Water Mark (O.H.W.). Variance requests were approved <br /> P.O.
