Relative to those areas for which the MPCA has <br /> jurisdiction, the staff does not believe the project has the potential for <br /> adverse environmental impacts and therefore, does not recommend the preparation <br /> of an Environmental Impact Statement (EIS). However, the staff does have the <br /> following comments on the project: <br /> • Air Quality <br /> Although a traffic study was done, the Environmental Assessment Worksheet (EAW) <br /> does not contain the air quality and noise information needed for an adequate <br /> evaluation of the project. <br /> 1. An analysis of carbon monoxide ambient air quality with and without the <br /> project for current and projected years is not given for the critical <br /> intersection(s) for the project. Both the EAW and the Indirect Source <br /> Permit (ISP) should contain this information. <br /> 2. In addition, worst case noise levels are not evaluated. Both the EAW and <br /> the ISP should contain this analysis. <br /> 3. The staff wishes to note that certain geometric improvements, including <br /> traffic signal installations, were assumed in the traffic impact study as <br /> viable improvements that would assist in providing acceptable traffic <br /> operation to the the Elk River Center. As such, traffic assignments, <br /> future conditions, and traffic volumes, as well as capacity calculations <br /> were based on the premise that improvements to these roadways were <br /> completed and were operating as functional facilities.
