However, <br /> street lighting should be a requirement along Freeport Avenue. <br /> 2. The ownership of the utilities contained within the site will likely need some <br /> discussion. We would recommend that all sanitary sewer and watermain be <br /> owned and maintained by the City and/or Municipal Utilities. We would also <br /> recommend that Freeport Avenue and the access to TH 169 be considered <br /> public roadways. All other internal roadways should be considered private. <br /> Finally, we would recommend storm sewer, including the sedimentation <br /> ponds, be considered private.
