2 <br /> • with a school and the other with a daycare center . The topic was not <br /> of great interest to the councilmembers . In fact , one councilmember <br /> made the comment that southside pedestrians could cross the street <br /> and use the sidewalk on the northside . The increased traffic gener- <br /> ated by the proposed development would render crossing a four-lane <br /> street to be extremely hazardous . Pedestrians would have to walk in <br /> the traffic lane to reach a corner crosswalk. <br /> In all likelihood Jackson Avenue, south of School Street , would have <br /> to be a four-lane street . The street is currently four lanes wide , <br /> however, two are traffic lanes and two are curbside parking lanes . <br /> Thus , the curbside parking would have to be eliminated . This would <br /> cause a great deal of inconvenience for some of the residents . Since <br /> most of the residences are older homes , they do not have driveways or <br /> the ability for off-street parking. Although there is an alley be- <br /> hind the homes , with garages , to provide for residence vehicles , <br /> there would not be any provisions for needed parking for visitors , <br /> home deliveries, service calls , and the like . <br /> Of course, Jackson Avenue north of School Street would also need widen- <br /> ing to four lanes . A B&Z representative at a council meeting suggested <br /> that a sidewalk (pathway) would only be needed on one side of the <br /> street . That is not necessarily so. With schools located both east <br /> and west of Jackson Avenue , it could very well require sidewalks on <br /> both sides for pedestrian safety, mostly students and children. I can- <br /> • not imagine that north Jackson Avenue would not require four lanes . At <br /> the present time, the City of Eden Prairie is proposing to widen a two- <br /> lane street into four lanes , and it only has a 12 , 000 vehicle traffic <br /> count . <br /> With the continuous increase of traffic on the surrounding streets , the <br /> need for signalized intersections was discussed. If this development <br /> were to become a reality, it is assumed School Street and Freeport Ave- <br /> nue would be a cross intersection and signals would be installed . <br /> School Street and Jackson Avenue would become a equally critical inter- <br /> section and would require signalization, if not at present, then soon. <br /> Even now, the combination of passenger vehicles and school buses makes <br /> it necessary for a police officer to direct traffic at that intersec- <br /> tion . Freeport Avenue, extending north of School Street through the <br /> proposed development , should exit opposite from Highland Avenue at <br /> Jackson Street and no where else , and that intersection will probably <br /> require signals . Terry Mauer is on record as stating that is where <br /> Freeport Avenue should exit . The latest proposal submitted shows <br /> Freeport Avenue exiting across from 193rd Avenue . <br /> The future of Highland Avenue was also of great concern. Under normal <br /> circumstances that street would have to be upgraded in due time . If <br /> the development occurs , this street would absorb a greatly increased <br /> amount of traffic in a much sooner time span, thereby requiring the <br /> upgrading to be accomplished sooner . Highland Avenue is the east/west <br /> • traffic corridor north of School Street that runs directly to the site . <br /> At the present time there is not a sidewalk on either side of Highland <br />
