TO BE HELD AT THE ELK RIVER <br /> PUBLIC LIBRARY. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION <br /> CARRIED 5-0. <br /> The City Council recessed at 8:55 and reconvened at 9:05 p.m. <br /> 6.2. Business Park Zoning Designation in Focus Study Area A <br /> The Building and Zoning Administrator stated that at the 9/17/90 City <br /> Council meeting, the City Council zoned an area south of Highway 10 as <br /> Business Park. He indicated that the Planning Commission has studied <br /> the area and had recommended that the zoning designation be PUD for the <br /> parcel of land located south of Highway 10 in the Area A Focus Study. <br /> COUNCILMEMBER DOBEL MOVED TO ADOPT ORDINANCE 90-40, AN ORDINANCE <br /> RESCINDING ORDINANCE 90-35 AND AMENDING THE CITY OF ELK RIVER ZONING <br /> MAP TO ZONE CERTAIN PROPERTY IN AREA A. COUNCILMEMBER KROPUENSKE <br /> • SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> 6.3. Retail Uses in Outlot A Deerfield III PUD <br /> The Building and Zoning Administrator stated that there was a <br /> discrepancy in the August 20, 1990, City Council minutes regarding uses <br /> in Outlot A, Deerfield III PUD. He indicated that the Council did give <br /> a consensus to allow retail uses along with the C2 uses in Outlot A. <br /> The Building and Zoning Administrator stated that the August 20, 1990 <br /> minutes have been corrected showing that retail uses are allowed in <br /> Outlot A. <br /> COUNCILMEMBER KROPUENSKE MOVED TO AMEND THE MINUTES OF THE AUGUST 20, <br /> 1990 COUNCIL MEETING. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE <br /> MOTION CARRIED 5-0. <br /> The Building and Zoning Administrator requested direction from the <br /> Council as to what type of retail uses the Council will allow in the <br /> area. Councilmember Kropuenske indicated that the amount of traffic, <br /> more than the size of the use, will dictate the type of use in the <br /> area. The Building and Zoning Administrator stated that the size of <br /> the site will limit the use and that all uses will go through a review <br /> process by the Council. It was the consensus of the Council to leave <br /> the retail status for the Outlot A, Deerfield III PUD area because of <br /> the fact that the standards will be set by the PUD. <br /> • <br />
