Elk River Development Page 2 <br /> August 23, 1994 <br /> 11111 <br /> • Retail: 18,800 square feet <br /> • Auto Repair: 4,512 square feet <br /> • Restaurant: 6,375 square feet <br /> TOTAL 29,787 square feet <br /> BACKGROUND <br /> In 1990, a commercial development was proposed for Outlot A. The <br /> development included a specialty food store, a sit-down restaurant, and a <br /> bank with a drive-up window. In total, the project had 35,080 square feet of <br /> commercial space. The Planning Commission and City Council discussed <br /> issues relative to traffic, allowable uses, hours of operation, buffer to the <br /> residential area, and road improvements to Dodge Avenue and Elk Hills <br /> Drive. The proposal was approved by the Planning Commission and City <br /> Council with the conditions addressing the issues stated above (see attached <br /> minutes). <br /> The project has never moved forward, therefore, the conditional use permit <br /> • and PUD Agreement (which was never executed) are no longer valid (see <br /> attached PUD Agreement). <br /> DEVELOPMENT PLAN <br /> The first step in the PUD process is to consider a development plan for the <br /> entire project. This plan is the guide for future applications and proposed <br /> site plans. The development plan package includes information relative to <br /> the general site plan, square footage of the buildings, landscaping, setbacks, <br /> and other definable parameters for development of this site. All of these <br /> standards and guidelines are incorporated into the PUD Agreement and <br /> made part of the Developers Agreement for development of the subject <br /> property. <br /> SITE PLAN APPROVAL <br /> Each phase of the PUD will require site plan review through the conditional <br /> use permit process. The Planning Commission and City Council will conduct <br /> public hearings to review each site plan to examine in detail each proposal <br /> and ensure the site plan is consistent with the approved Development Plan <br /> and the intent of the PUD (Planned Unit Development). <br /> • <br /> erdevel.doc <br />
