Box 490 <br /> Elk River, MN 55330 <br /> RE: ELK PARK CENTER <br /> CIVIL ENGINEERING WENDY'S SITE PLAN REVIEW <br /> ENVIRONMENTAL Dear Mr. Ach: <br /> MUNICIPAL As requested, we have reviewed the site plan information for the proposed Wendy's site in <br /> the Elk Park Center Development. The information we reviewed was prepared by Loucks <br /> and Associates, Inc. and was dated June 29, 1994. <br /> PLANNING <br /> The grading plan contained within the packet of information now reflects the accurate <br /> STRUCTURAL representation of the proposed grades for Freeport Avenue and 191st Street. The grading <br /> • internal to this site is appropriate for this location. There is a 934 contour labeled at the east <br /> SURVEYING side of the site which we believe is actually 933 and is just mislabeled. The grading plan <br /> allows for drainage to be channelled internally to two locations where it is proposed to be <br /> picked up with storm sewer which will connect to the existing storm sewer on Freeport <br /> TRAFFIC Avenue. <br /> TRANSPORTATION The utility plan shows a 6-inch water line and a 8-inch sanitary sewer line in the location that <br /> the stubs are proposed to be placed on the Freeport Avenue Project. I believe the City's <br /> construction plan was to extend the utilities approximately 10 feet into the property to avoid <br /> conflicts with the sidewalk along Freeport. The developers of the Wendy's restaurant should <br /> verify the location of the sewer stubs prior to beginning construction on this site. <br /> The access to the site is by one driveway located approximately mid-lot on Freeport Avenue. <br /> Having only one access point requires traffic to flow around the restaurant building. We <br /> would recommend that the driving lane on the south side of the proposed building be <br /> widened from 20 feet to 24 feet. This will provide more room should a vehicle be parked <br /> at the drive up window with another vehicle trying to pass on the south side.
