Wendy's International Page 2 <br /> July 26, 1994 <br /> • <br /> Avenue. Similar to the main shopping center, this property has two (2) <br /> utility easements bisecting the property. The first is a one hundred (100) foot <br /> utility easement for United Power Association (UPA) and the second is a <br /> seventy-five (75) foot easement for Northern Natural Gas, which overlaps the <br /> previously mentioned utility easement by fifty (50) feet. In total, the <br /> easement is one hundred twenty-five (125) feet in width. These two utility <br /> easements, along with the irregular shape of the parcel limit the possibilities <br /> for designing the site. <br /> SITE PLAN REVIEW <br /> The following are a list of comments based on the proposed plans presented <br /> by Wendy's: <br /> A. Site Plan <br /> 1. The proposed parking area and building meet the required <br /> setbacks approved for the Elk Park Center PUD <br /> 2. A letter from Northern Natural Gas and UPA will need to be <br /> • provided authorizing use of their easement for parking purposes <br /> and the construction of a trash enclosure prior to issuing a <br /> building permit. <br /> B. Parking and Circulation <br /> 1. It is recommended that three parking stalls and stripped island <br /> immediately north and east of the trash enclosure respectively, <br /> be removed and replaced with a landscaped area. This area can <br /> be used to screen the trash enclosure and allow vehicles to enter <br /> the site without conflicting with parking maneuvers. <br /> 2. The driveway on the south side of the building should be <br /> increased to twenty-four (24) feet in width to allow vehicles the <br /> opportunity to bi-pass vehicles waiting at the pick-up window. <br /> C.
