THE MOTION CARRIED 4-0. <br /> � f`/.l 1 Update on Elk Park Center <br /> Steve Ach indicated that the Planning Commission will be reviewing the <br /> development plans of the first phase of Elk Park Center at a special meeting on <br /> March 29. The City Council will then meet to discuss the situation on April 21. <br /> 0 Preliminary Plat request by Country Ridge Partnership/Public Hearing P-94-02 <br /> Steven Ach indicated that Country Ridge Partnership has requested preliminary <br /> plat approval to subdivide approximately forty acres into 97 single-family lots. <br /> The location of the plat is the northeast corner of the extension of Joplin Street <br /> and County Road No. 30. Steve Ach indicated that all the lots meet the minimum <br /> lot size requirements for R 1 a zoning standards, however, the configuration and <br /> minimum depth of some lots originally proposed have limitations for constructing <br /> homes. The plat has been revised to meet these situations. Steve Ach reviewed <br /> the changes. <br /> Steve Ach reviewed the Park and Recreation Commission's recommendation for <br /> a trail system within the plat and the extension of Joplin between County Road 30 <br /> and Highway 10. <br /> • Steve Ach indicated that the Planning Commission recommended approval of <br /> the preliminary plat. <br /> Mayor Duitsman opened the public hearing. <br /> Mayor Duitsman expressed Councilmember Scheel's concerns regarding the <br /> mailbox requirement in the plat and the concern of the trails affecting the back <br /> yards of those along Joplin Street. <br /> Dave Anderson, Park and Recreation Commission Chair, indicated that the trail <br /> was originally intended to be a direct connection from the Heritage Landing plat. <br /> After talking to residents, a new plan was drafted by staff which runs the trail west <br /> along Mississippi Road, east of Joplin. He also expressed his concern that there <br /> may not be enough room for the trail between the road and the power poles. <br /> He indicated that this is a very important link to the trail system. <br /> Dave Anderson, 14845 County Road 30, stated that he would like to see the <br /> developer and the city work together to develop a plat that would incorporate <br /> some very old trees that are located on the north one-quarter of the plat. Dave <br /> Anderson spoke to the uniqueness of the site and the fact that it contained over <br /> 150 oak trees. He indicated that the significance of the site was overlooked by <br /> staff and by the Park and Recreation and Planning Commissions. He also <br /> indicated his concern regarding the minimum lot sizes. <br /> • Mayor Duitsman and Councilmember Dietz indicated their concern regarding <br /> the lot sizes and the originality of the plat. <br /> DRAFT <br />
