Zone Change, Land Use Change Page 2 <br /> March 22, 1994 <br /> • <br /> For the most part, public parks are allowed in all zoning districts as a <br /> permitted use. Therefore, the current situation with Orono Park being zoned <br /> R4 is appropriate in terms of zoning ordinance application. However, public <br /> parks are most commonly found in low and medium density residential areas <br /> in order to be in close proximity to those who use the parks. The second <br /> reason for considering this request is to provide some continuity to both the <br /> land use plan and zoning map. As mentioned earlier, a majority of Orono <br /> Park is currently zoned R1 with a land use of Medium Density Residential. <br /> Amending the land use plan map and rezoning this described property will <br /> better reflect the intended use as park and be compatible with the single <br /> family residential area to the south. <br /> RECOMMENDATION <br /> Staff is recommending the Planning Commission recommend approval of the <br /> following: <br /> A. Comprehensive Land Use Plan Amendment changing the land use <br /> from HR (High Density Residential) to MR (Medium Density <br /> • Residential) based on the following: <br /> 1. The land use plan change will provide some continuity with the <br /> intended use as park and the existing park area. <br /> 2. The City currently has a high percentage of multi-family land <br /> use and is trying to achieve an appropriate mix by increasing <br /> low and medium residential land uses. <br /> B. Rezoning from R4 (Multi-family Residential) to Rlc (Single Family <br /> Residential) based on the following findings: <br /> 1. Times and conditions have changed to warrant the rezoning <br /> from Multi-family to Single Family. <br /> 2. The rezoning will better reflect the intended use of the property <br /> as public park. <br /> 3. The rezoning will provide continuity with the remainder of <br /> Orono Park, which is presently zoned Ric, and compatibility <br /> with the surrounding residential areas to the south. <br /> • <br /> pczclu.doc <br />
