Consider a Request for Comprehensive Land Use Plan Amendment and Rezoning <br /> by the City of Elk River, Case No. LU 94-02 and ZC 94-03 <br /> Staff report presented by Steve Ach. The City requested a Comprehensive Land <br /> Use Plan Amendment changing the land use from HR (High Density Residential) to <br /> MR (Medium Density Residential), and rezoning from R4 (Multi-family Residential) <br /> to R1 c (Single Family Residential). <br /> Chairman Tveite opened the public hearing. There being no comments from the <br /> public, Chairman Tveite closed the public hearing. <br /> COMMISSIONER KREGER RECOMMENDED APPROVAL OF THE COMPREHENSIVE <br /> LAND USE PLAN AMENDMENT CHANGING THE LAND USE FROM HR (HIGH DENSITY <br /> RESIDENTIAL) TO MR (MEDIUM DENSITY RESIDENTIAL) BY THE CITY OF ELK RIVER, <br /> PUBLIC HEARING, CASE NO. LU 94-02, CITING STAFF'S MEMO AS FINDING OF FACT. <br /> APPROVAL IS RECOMMENDED WITH THE FOLLOWING CONDITIONS: <br /> 1. THE LAND USE PLAN CHANGE WILL PROVIDE SOME CONTINUITY WITH THE <br /> INTENDED USE AS PARK AND THE EXISTING PARK AREA. <br /> 2. THE CITY CURRENTLY HAS A HIGH PERCENTAGE OF MULTI-FAMILY LAND USE AND <br /> IS TRYING TO ACHIEVE AN APPROPRIATE MIX BY INCREASING LOW AND MEDIUM <br /> RESIDENTIAL LAND USES. <br /> COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> • COMMISSIONER KREGER RECOMMENDED APPROVAL OF REZONING REQUEST FROM <br /> R4 (MULTI-FAMILY RESIDENTIAL) TO R1C (MEDIUM DENSITY RESIDENTIAL) BY THE CITY <br /> OF ELK RIVER, PUBLIC HEARING, CASE NO. ZC 94-03, CITING STAFF'S MEMO AS <br /> FINDING OF FACT. APPROVAL IS RECOMMENDED WITH THE FOLLOWING <br /> CONDITIONS: <br /> 1. TIMES AND CONDITIONS HAVE CHANGED TO WARRANT THE REZONING FROM <br /> MULTI-FAMILY TO SINGLE FAMILY. <br /> 2. THE REZONING WILL BETTER REFLECT THE INTENDED USE OF THE PROPERTY AS <br /> PUBLIC PARK. <br /> 3. THE REZONING WILL PROVIDE CONTINUITY WITH THE REMAINDER OF ORONO <br /> PARK, WHICH IS PRESENTLY ZONED R1C, AND COMPATIBILITY WITH THE <br /> SURROUNDING RESIDENTIAL AREAS TO THE SOUTH. <br /> COMMISSIONER TACHENY SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> 14. Other Business <br /> The Planning Commission presented staff with a listing of communities they would <br /> be attending Planning Commission meetings, and which Commissioner would be <br /> attending. The listing is as follows: <br /> Otsego - Commissioner Minton and Commissioner Kuester <br /> • Ramsey- Commissioner Kreger and Commissioner Eberley <br /> Zimmerman - Commissioner Minton and Chairman Tveite <br /> pc3-22.minutes <br />
