None is shown on the site plan, but we recommend that this matter <br /> be conclusively determined. <br /> Fencing is shown along Jackson Road but its design is not specified. This <br /> fence, if included after the planting and berming plan is improved, should <br /> be coordinated better with that element. <br /> There should also be a fence to physically separate the school site from the <br /> shopping center and the proposed pond. <br /> Sidewalks <br /> • Sidewalks are proposed along both sides of Freeport Avenue with links to <br /> the shopping center buildings. Additional connections could be provided <br /> to the outlots on the north and east sides of Freeport Ave. <br /> The Focus Area Studies (1990) recommended a pedestrian and bicyclist <br /> trail along the eastern side of Jackson Road from School Street to and <br /> across Highway 169. This should be incorporated into the project. We do <br /> not have a recommendation on who should pay for that facility. <br /> It may also be a good idea to have a sidewalk linking Jackson Road to the <br /> front of the center through the parking lot between Cub Foods and Wal- <br /> Mart. <br /> Trash Handling <br /> No indication is given on the site plan regarding where dumpsters would <br /> be located or how they would be screened. This information should be <br /> submitted for City review before City Council approval. <br /> Lighting <br /> Our main concern with lighting is that the nuisance to the neighbors to the <br /> 11111 <br /> west be absolutely minimized. We would like more information about the <br /> design of the Type III luminaire proposed for the Jackson Road edge. We <br /> recommend that this luminaire be designed to cast light only toward the <br /> building with a sharp cutoff to the west. <br /> RECOMMENDATION <br />
