The Zoning Ordinance requires the use under 900.42,4.iv.: "Will be served adequately <br /> • by and will not adversely affect essential public facilities and services including streets, <br /> police and fire protection, drainage,refuse disposal, water and sewer system. parks <br /> and schools; and will not, in particular,create traffic congestion or interference with <br /> traffic on adjacent and neighboring public thoroughfares." <br /> Also, under 900.42, 4.v: "Will not involve uses, activities,processes, materials, <br /> equipment and conditions of operation that will be detrimental to any persons or <br /> property because of excessive traffic, noise, smoke, fumes, glare, odors, dust or <br /> vibrations." <br /> In#23, the EAW requires an Indirect Source Permit. The ISP should be completed and <br /> reviewed before any work begins on this proposed project. <br /> As the EAW states in #32 - "The critical issue of this development is the traffic <br /> increase." An unofficial review of the referenced Traffic Study by an MnDOT traffic <br /> engineer indicates that this area will suffer "gridlock" do to the inability to handle the <br /> increased traffic even with the suggested improvements mentioned in the Traffic Study. <br /> With the proximity of schools to this proposed project, it is imperative that the Indirect <br /> Source Permit be completed and that the Traffic Study and recommendations be further <br /> reviewed. <br /> 3. Considering the impact on the proposed area due to water drainage, traffic, noise, and <br /> pollution, and the proximity of schools and residential areas, it is strongly requested <br /> that an Environmental Impact Study be completed before any construction activity is <br /> allowed. <br /> • <br /> It is further recommended that the City prohibit the clearing on this property of trees, <br /> brush,and other natural landscaping until all issues relating to this proposed <br /> development are resolved. <br /> Sincerely, <br /> p <br /> Ci ' 40... o Care <br /> • <br />
