LANDSCAPING <br /> The site has been established with grass but bushes <br /> and trees need to be planted. Staff is in receipt of <br /> a landscaping plan that is acceptable according to <br /> City ordinance. Staff will have this plan available <br /> for Planning Commission' s review at their meeting. <br /> The remainder of the landscaping will be accomplished <br /> this summer. <br /> 2 . RESTORATION OF DRAINAGE EASEMENTS <br /> Some of the water retention area on Lot 9 was <br /> eliminated by the church' s original grading. This <br /> retention area has been restored to its original <br /> contours . <br /> 3 . CONSOLIDATION OF BLOCK 9 INTO 2 LOTS <br /> Lot 4 , with the existing parsonage was, proposed to be <br /> on one lot and the remainder of Block 9 was to be <br /> combined into another lot. Lot 3 (with the garage <br /> that is proposed to be converted to a dwelling) <br /> cannot remain a separate lot. Part of the parking <br /> lot for the church is situated on it, and also the <br /> • church itself is too close to the lot line for Lot 3 <br /> to meet setbacks . Lot 3 will have to be combined <br /> with the other lots in Block 9 (with the exception of <br /> Lot 4 ) . The conversion of the garage into a house <br /> will constitute multiple principal buildings on a lot <br /> with the church. This is why a conditional use <br /> permit is required. <br /> 4 . PARKING LOT AND DRIVES <br /> The parking lot was to be striped and the concrete <br /> parking islands, as shown on the original site plan, <br /> were to be constructed. The striping of the parking <br /> lot will be completed this summer. The Assembly of <br /> God Church is proposing to not do the concrete <br /> islands . Staff agrees that they are not necessary. <br /> SIGNAGE <br /> There are three drawings attached to this memo that relate to <br /> signage. One drawing shows a "cross" 8 feet high and 4 feet <br /> wide proposed to be illuminated with neon. Another drawing <br /> shows a proposed wall sign reading "Elk River Assembly" that is <br /> 3 feet high and 30 feet 6 inches long (91-1/2 sq ft) . This <br /> sign is proposed to be individual letters and internally lit. <br /> • The last drawing shows the location of the cross and wall sign <br /> on the east elevation of the building facing Highway 169 . <br />
