Conditional Use Permit, John Weicht Page 2 <br /> June 16 , 1993 <br /> • <br /> ARCHITECTURAL STANDARDS <br /> Staff has not received information regarding the proposed <br /> design of the building. The City' s architectural standards <br /> would dictate that the north, west, and east elevations must be <br /> other than metal skin and of material approved by City <br /> ordinance. <br /> LANDSCAPING/SCREENING <br /> The Park and Recreation Board reviewed this proposal as it <br /> relates to screening from the City hiking trail . They <br /> recommended 3 staggered rows of transplanted scotch pine with a <br /> 15 foot spacing on site and an additional row of scotch pine <br /> planted within the City hiking trail right-of-way. <br /> Staff did not received any other landscape proposals for the <br /> remainder of this site. Staff recommends that all areas <br /> disturbed by construction are stabilized with at lease grass . <br /> A dumpster location has not been identified. It should be <br /> screened wherever it is located as well as all other mechanical <br /> equipment. <br /> 111 FUEL ISLAND <br /> Staff did receive detail from the applicant regarding the fuel <br /> island tanks . They may be somewhat unsightly and the Planning <br /> Commission should consider whether or not the fuel island <br /> should be screened or moved to the back of the site. This fuel <br /> island also needs to meet applicable fire code, which will be <br /> determined at the time of building permit issuance. <br /> Staff does feel that having the drainage from the fuel island <br /> flow towards the retention pond in the northwest corner of the <br /> site, is appropriate. If there is a leak it can be contained <br /> prior to being released into natural water bodies . <br /> Further, staff feels that having a retention area south of the <br /> crushed bituminous area for bus parking is appropriate. This <br /> will provide for sedimentation of fines prior to being released <br /> into natural water bodies . However, staff can not determine <br /> whether or not that retention area is outside of these natural <br /> water bodies, since they have not been identified on the site <br /> plan. <br /> RECOMMENDATION <br /> If the Planning Commission decides not to table this item and <br /> • requests the applicant revise the proposal prior to the Council <br /> meeting, staff recommends it is with the following stipulations : <br />
