-
~-' ^
411
MEETING OF THE ELK RIVER PLANNING COMMISSION
HELD AT THE ELK RIVER CITY HALL, B&Z CONFERENCE ROOM
TUESDAY. JUNE 15. 1993
Members present: Bob Minton~ Don Spotts, Chris Kreger~
Louise Kuester and Mary Eberle
Members absent: Dan Tveite and Bob Emmerson
Staff Present: None
1 . Call of Meeting to Order
Pursuant to due call and notice thereof, the meeting o+
the Elk River Planning Commission was called to order by
Chair Bob Minton as a workshop meeting at 7 p.m.
2. Consider the Elk Park Center Meeting
Discussion began concerning the Elk Park Center public
11 hearing which was held the previous week to see if more

information will be needed on issues raised by the public
for the next meeting. Chairman Bob Minton made it clear
that the discussion at this meeting was to be concerned
only with the process, and not the substance of the
issues. The following issues were identified: proximity
to schools, traffic congestion, crime, signage~ storm
water and drainage, trees, the cost of external
improvements and who pays for them, and the difference
between tax income and tax expenses tor this proJect.
Bob Minton said he asked to staff to develop some
information regarding accident rates along School St. and
Jackson as compared to other parts of the city, and the
amount of crime and police calls at the current mall and
the time of day that they occur. The staff memos contain
a great deal of information about most of the other
issues.
It was commented that more attention should be gzven
to the Park and Recreation Commission recommendations. We
will ask the staff to address these issues in the next
memos. It was also pointed out that the proposed traffic
improvements should be included on the site plan. The
commissioners will also have some questions about the pond
411 and trees along the school property.
Bob Minton asked Mary Eberle to attend a staff meeting on
this project on the next morning, June 16. at 9 a.m.
