• <br /> EXPLANATION OF REQUEST: <br /> Request Amendment to Exhibit A, Amended Conditional Use Permit No. 86-86, <br /> For Northern States Power Company, Refuse Derived Fuel Resource Recovery <br /> Facility. <br /> Amend #11, page 4, beginning line 9: <br /> . . . 9:00 p.m. Monday through Saturday, provided that from 6:00 <br /> p.m. to 9:00 p.m. the Facility may only receive MSW from the <br /> Ncnncpin County transfer stations in Brooklyn Park. " <br /> This request is made to alleviate a problem at the facility that results in <br /> long delays of up to two hours for unloading. The most serious delays are <br /> between 10:00 a.m. and 2:00 p.m. which creates serious problems for the <br /> small route haulers. They have very tight schedules and need to unload <br /> quickly. The problem is created by the transfer trailers that come in <br /> clusters from transfer stations. Each transfer trailer takes approximately <br /> 20 minutes to unload. We feel that extending the hours for transfer <br /> • trailers, which is currently permissible from Brooklyn Park Transfer <br /> Station to all transfer stations, to 9:00 p.m. would even out the flow, <br /> eliminate the rush to get in during the middle of the day, and reduce the <br /> unloading delays at the critical times. This could also help to avoid <br /> traffic problems on Highway 10 by moving some of the transfer trailer <br /> traffic later in the evening. <br /> • <br />
