A map <br /> is attached which shows the location of the affected property. <br /> BACKGROUND <br /> The applicant is requesting a conditional use permit which <br /> would allow him to excavate roughly 31,250 cubic yards of black <br /> dirt from an existing wetland located in Royal Oaks Ridge. The <br /> black dirt generated would be removed from the premise and sold <br /> • by the contractor. It is unclear at this time whether the <br /> black dirt would be stock piled on site until it was sold or if <br /> it would be removed immediately and sold elsewhere.
