January 20, 1993 File: 230-000-00 Ms. Janelle Schmitz City of Elk River 720 Dodge Avenue NW Elk River, MN 55330 RE: STEVEN SHOEMAKER WETLAND EXCAVATION Dear Ms. Schmitz: As requested, we have prepared this memo detailing issues we believe need to be addressed if the proposed wetland excavation is approved. We understand Mr. Shoemaker proposes to not use the City streets to remove the excavated material; therefore, the issue of damage to ID local streets is no longer relative. We also understand Mr. Shoemaker proposes to line a portion of the excavated pond with clay to ensure it retains water. If the proposal is approved, we would recommend the following items be required to be submitted, reviewed, and approved by staff prior to work commencing: 1. A detailed grading plan with one foot contours based on actual mean sea level datum, which details the proposed limits of excavation and grading work and also meets the requirements set in the approval process. 2. A calculation, based on the grading plan, of the total amount of material to be excavated which is within reasonable range of the requested 19,000 cubic yard amount. 3. Survey information, based on the same datum as the grading plan, which details the lowest floor elevations of all homes adjacent to the proposed pond and the elevation at the limits of the drainage easement. 4. Details of an adequate overflow structure to the pond which is a minimum of two feet below the lowest house elevation or one foot below the lowest elevation at the limits of the drainage easement, whichever is lower. • 1959 SLOAN PLACE, SUITE 200, ST.
