Based on our review, we <br /> • offer the following comments: <br /> 1. The area in question appears on the National Wetlands Inventory; therefore, it is likely <br /> a permit from the Corps of Engineers is necessary. <br /> 2. The proposal indicates approximately 31,000 cubic yards of excavated material is to be <br /> removed from the site. Assuming the typical load would be 10 cubic yards, this means <br /> there would be 3,100 truck trips in and out of a residential neighborhood. <br /> 3 The anrliention in!dic tes the excavated material would be sold as black dirt and would <br /> be removed over a two year period. This leads to the question of whether it will be <br /> removed and stockpiled then sold, or only removed once it is sold. If the material is <br /> planned to be sold prior to removal, the question is where is the market for 31,000 cubic <br /> yards of black dirt the next two years. <br /> 4. If this operation is allowed, we would recommend the City inspect the roads prior to it <br /> beginning, then require a cash surety be placed to cover any damage to the roads in the <br /> area. Also, operations should not be allowed during the spring when roads are more <br /> susceptible to damage from heavy loads.
