West, Fire Chief <br /> <br />DATE: April I I, 2005 <br /> <br />SUBJECT: Consider Resolution Adopting the National Incident Management <br />System (NIMS) <br /> <br />The Minnesota Department of Public Safety and its Homeland Security and Emergency <br />Management Division, has implemented two directives of which one is the implementation of the <br />National Incident Management System (NIMS). Minnesota has used a formalized Incident <br />Command/Management System for many years. The Elk River Fire Department has had the <br />Incident Command System implemented within the Fire Department and its response system for <br />many years. The Homeland Security and Emergency Management Division has recognized that <br />Minnesota has had a long standing and well developed Incident Command System training program <br />and we are well ahead of many states when it comes to implementing the NIMS Incident Command <br />requirements. <br /> <br />Homeland Security and Emergency Management is now recommending the following steps be taken <br />for initial implementation of Homeland Presidential Directive 5 and 8 for initial NIMS ICS <br />compliance in 2005: <br /> <br />. <br /> <br />Formally recognize NIMS by adopting NIMS principles and policies by resolution or <br />ordinance. <br />Incorporate NIMS into existing training and exercise programs. <br />Incorporate NIMS principles, policies, and terminology into Emergency Operations Plans. <br />Institutionalizing the use. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />The Elk River Fire Department has already incorporated NIMS into our existing training and <br />exercise programs. I am requesting Council approval on formally recognizing and adopting the <br />NIMS principles and policies by resolution. I am currendy in the process of incorporating the NIMS <br />principles, policies, and terminology into our existing City of Elk River Emergency Operations Plan. <br />
