West, Fire Chief <br /> <br />DATE: April I I, 2005 <br /> <br />SUBJECT: Discuss Disposal of 1980 Fire Truck <br /> <br />The Elk River Fire Department recendy received delivery of a 2005 Pierce Quantum Pumper to be <br />placed at Fire Station #2 located at 13073 Orono Parkway. On Thursday, March 24, 2005, the newly <br />purchased pumper was placed into service at Station 2 as the station's first response engine for all <br />calls the Station #2 flreflghters respond to. <br /> <br />I would like to discuss with the Mayor and City Council the options available to the Fire <br />Department on what to do with our 1980 Ford Fire Department Pumper. In July 2002, old Engine 3 <br />was donated to the Maple Hill Volunteer Fire Department located outside of Grand Marais, <br />Minnesota and is currendy still in use within their Fire Department. I have enclosed a letter sent to <br />the Mayor discussing the possibility of once again the Maple Hill Volunteer Fire Department <br />receiving equipment from the City of Elk River. <br /> <br />I will be in attendance at the April 11, 2005, Council Worksession to discuss whether the disposal of <br />the 1980 Ford L9000 General Safety Pumper should be by sealed bid or donated to a Fire <br />Department that is in tremendous need of flreflghring equipment. <br /> <br />A question was raised in 2002 about the procedure for cities or townships to accept donated <br />equipment from another city or township. This question was researched through the League of <br />Minnesota Cities and it is acceptable for one city and/or township to donate to another city and/or <br />township as long as the receiver of the donation of equipment by formal resolution accepts all <br />responsibility and liability for the equipment they receive. The League of Minnesota Cities was very <br />helpful in answering this question and it remains true today that the receiving party of the equipment <br />must formally accept by resolution the equipment received. <br /> <br />If you have any questions prior to the Council Worksession on April 11 , 2005, please feel free to call <br />me at the Elk River Fire Department 763-635-1105. <br />
