Mike Mulrooney turned the <br />discussion to the structure of the Economic Development Commission. He <br />indicated that a majority of the economic development activities will be <br />occurring through the Economic Development Authority. The Economic <br />Development Commission is now serving in an advisory capacity to the City <br />Council. Discussion was held on the possibility of expanding the EDC to <br />subcommittees. whose members would not necessarily have to be a member of <br />the EDC. It was indicated that one member per subcommittee should be a <br />member of the EDC. The subcommittees included Finance. Marketing. <br />Prospecting. and Research and Development. Discussion was held regarding <br />the fact that the City should search out the talent in the community and <br />from the businesses in the community to serve on the subcommittees. It <br />was noted that as a result of the subcommittee the EDC membership could <br />be reduced gradually. <br /> <br />Mike Mulrooney explained the purpose of each subcommittee. The Financing <br />Committee would complete a program review on a monthly basis and report <br />to the EDC. The people on the subcommittee would have input in the <br />implementation of the programs. The Marketing Committee would oversee <br />the marketing program. fact book and video. The prospecting subcommittee <br />would have direct contact with the business retention program and would <br />follow up on leads generated out of the marketing committee. The <br />Research and Development Committee would be involved in the completion of <br />the Community Profile. The City <br />Administrator indicated that the City has no set policy in this regard. <br />After discussion on the matter. it was the consensus of the City Council <br />to allow former employees to apply for positions offered by the City of <br />Elk River and that these people must go through the complete application <br />process required for the position. <br />
