<br />SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />4It WEDNESDAY. OCTOBER 7, 1987 <br /> <br />MEMBERS PRESENT: Mayo= Gunkel, Councilmembers Dobel and Schuldt <br /> <br />MEMBERS ABSENT: Councilmembers Tralle and Holmgren <br /> <br />STAFF PRESENT: Pat Klaers. City Administrator; Lori Johnson, Finance <br />Director; and Peter Beck. City Attorney <br /> <br />1. Pursuant to due call and notice thereof. the meeting of the Elk River City <br />Council was called to order at 6:15 p.m. by Mayor Gunkel. <br /> <br />2. Consider Resolution Establishing Economic Development Authority <br /> <br />Mayor Gunkel explained <br />establish an Economic <br />Statutes 469.090. <br /> <br />that the <br />Development <br /> <br />City Council has the authority to <br />Authority according to Minnesota <br /> <br />Peter Beck. City Attorney indicated that the purpose of developing an EDA <br />is to combine all existing redevelopment and economic development <br />activities in a single entity with broad powers in these areas. <br /> <br />e <br /> <br />The City Administrator indicated that the money which would be received <br />from the 3/4 mill tax levy would be kept separate and devoted exclusively <br />for economic development. <br /> <br />Mayor Gunkel opened the public hearing at this time. <br /> <br />The resolution proposed by <br />regarding payment of EDA <br />consensus of the Council <br />$10.00 per meeting to $1.00 <br /> <br />the City Attorney was discussed. Item 2C <br />Commissioners was discussed. It was the <br />to reduce payment to the Commissioners from <br />per meeting. <br /> <br />Mayor Gunkel closed the public hearing. <br /> <br />cOUNCILMEMBER SCHULDT MOVED TO ADOPT RESOLUTION 87-63. A RESOLUTION <br />ESTABLISHING AN ECONOMIC DEVELOPMENT AUTHORITY FOR THE CITY OF ELK RIVER. <br />MINNESOTA. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED <br />3-0. <br /> <br />3. Appointment to EDA <br /> <br />The Council appointed themselves as Commissioners to the <br />Development Authority at this time. <br /> <br />Economic <br /> <br />4. <br /> <br />COUNCILMEMBER DOBEL MOVED TO RECESS THE CITY COUNCIL MEETING AT 6:30 P.M. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />e <br /> <br />The City Council, acting as the Economic Development Authority. held a <br />meeting of the Economic Development Authority at this time. <br />
