<br />CONTINUED MEETING OF ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />AUGUST 10. 1987 <br /> <br />tit Members present: Mayor Gunkel. Councilmembers Schuldt and Dobel. <br /> <br />Members absent: Councilmembers Holmgren.and Tralle. <br /> <br />Staff present: Pat Klaers. City Administrator. <br /> <br />1. The continued meeting of August 3. 1987. of the Elk River City Council was <br />called to order by Mayor Gunkel at 6:35 p.m. <br /> <br />2. Adoption of Assessment Manual <br />Pat Klaers. City Administrator. indicated that if the City Council desires <br />to officially adopt the assessment manual that has been discussed and <br />reviewed by the Council. that a resolution should be approved. The <br />assessment manual now reflects the consensus of previous Council <br />discussions. <br /> <br />COUNCILM&MBER DOBEL MOVED TO APPROVE RESOLUTION 87-43 ADOPTING THE CITY <br />ASSESSMlNT MANUAL DATED AUGUST 10. 1987. COUNCILMEMBER SCHULDT SECONDED <br />THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />3. Phil Hals - Summer Employee <br />Pat Klaers explained that Phil Hals. Street Superintendent. is requesting <br />a wage increase for Amy Hemmelgarn. a summer employee because of the <br />exceptional job she has been doing. Klaers stated that her current wage <br />is $3.35 per hour and Hals is requesting an increase to $3.70 per <br />hour. <br /> <br />e <br /> <br />Discussion was held regarding work quality. and the pay the employee will <br />start at if she is to return next summer. Also. regarding the other <br />summer employees. Klaers stated that they are paid by work program and not <br />the City. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE A PAY ADJUSTMENT FROM $3.35/HOUR TO <br />$3.70/HOUR FOR AWl HEMMELGARN. RETROACTIVE TO AUGUST 1. 1987. <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />4. Community Development Coordinator Advertisement for Employment <br />Pat Klaers distributed copies of the proposed ad to hire a Community <br />Development Coordinator. The ad contains the duties. responsibilities, <br />education requirements. and the pay range ($24-29.000). Klaers <br />stated that the ad will be reviewed by Mike Mulrooney. City Economic <br />Development Co~sultant. <br /> <br />5. Content of City Council Minutes <br />Pat Klaers stated that he will be asking the City Attorney for a legal <br />opinion on positive and negative benefits of shortening City Council <br />minutes and tape recording the meetings. <br /> <br />e <br />
