<br />Page 3 <br /> <br />City Council Minutes <br />February 9. 1987 <br /> <br />e <br /> <br />increment of traffic that UPA would add to the intersecton would not be <br />an interference and further that this would not become a safety problem. <br />Mr. McConnon responded to the subject of aesthetics by stating the <br />tractor trailer hauling the RDF would be no different than any other <br />tractor trailer using the itersection. He stated it would be a <br />completely covered trailer and that there would be no way the ROF could <br />escape the trailer. Mr. Maconnon handed out a memo from UPA's Attorney <br />regarding the City's authority in regulating the type of trucks traveling <br />in the area. <br /> <br />Mr. Don Chmiel noted that the legal description in the resolution was not <br />correct and further noted that #13 in the license should be amended to <br />allow open trailers in th public drop off area. <br /> <br />Vicki Swan stated she would like to see the time limit strictly enforced <br />regarding public speaking. She stated she felt favoritism was being <br />shown to UPA and NSP. <br /> <br />David Briggs stated he would like to see a stipulation in the license <br />stating there will be an immediate shut down if there are any hazards. <br />and further that the plant not be reopened or given an extension until <br />the problem is solved. <br /> <br />e <br /> <br />Jeanne Eggert stated her concern regarding the heavy amount of traffic on <br />Highway 10. She further stated her concern regarding the storing of <br />hazardous waste for a 30 day period. She stated she felt this time <br />allotment should not be extended and further questioned how this <br />hazardous waste could be taken care of when there has been no place <br />determined for the disposal of the waste as of this time. Ms. Eggert <br />further stated her concern regarding the lack of public knowledge on the <br />subject. <br /> <br />Mr. Bob Morton stated the consensus of the Planning Commission was strong <br />regarding the matter of entry via Highway 10 to Main Street to UPA Drive. <br />He stated the Planning Commission opposed this entry route. <br /> <br />There being no further public comment. Mayor Gunkel closed the public <br />hearing at this time. <br /> <br />Mayor Gunkel made the following comments: <br /> <br />1) <br /> <br />Our main concern was. and is. to keep ROF and ash transport trucks <br />off residential and inner-city streets. Last year. Mayor Hinkle <br />suggested the use of UPA Drive off Highway. It seemed a reasonable <br />solution. <br /> <br />e <br /> <br />This is a new exercise of authority for the City. I think it should <br />be handled reasonably and with caution. In my opinion we are very <br />close to being selectively discriminating and overly regulatory if we <br />deny one-way access to UPA Drive. <br />
