City Council Minutes
March 14,2005

. Page 5

.

The following information came out of the discussions: It was suggested that the fIrst and
second items should be done at the same time but as two distinct projects. After further
discussion it was decided that items one, two, three and four all need to be paired up.

Mayor Klinzing stated that because of the impact on the property owners, the City needs to
make a statement and stick with this statement. She felt the City needs to have sufficient
east/west routes to maintain the whole area and to do this in 10-12 years.

Councilmember Motin disagrees because he feels we cannot wait and have this done in 10-
12 years. He feels that it is closer to two to three years.

Councilmember Farber stated that we are adding more homes and we need to be looking at
the east/west corridors much sooner.

Councilmember Dietz stated that why should we wait, we need to decide what we want to
do, get going on this and be aggressive and before the developers come forward, we need to
have this done. He stated that whatever the City does will affect someone's property, but
we need to move forward for the betterment of the City. Council needs to make a decision
and stick with it.

.

Mr. Maurer stated that the next step would be to have staff put together work plans. The
Council can then choose to go forward with all of them. Staff will come back with specifIc
work plans with timeframes and then Council can direct what they would like to do. He can
ballpark the cost, but the biggest expense is the land acquisition. He will put together
construction costs and time frames and arrange to have public meetings. He stated Council
also will have to consider dealing with properties that have to be purchased or condemned.

Councilmember Farber asked that all four of these areas be mapped out and then Council
can look at them and prioritize. Mr. Maurer stated that he will put together a timeline and
layout for all four and Council can decide if they wish to move forward simultaneously or
individually. .

Mr. Maurer stated that City staff is working with County staff and looking at the northern
part of the City. They are working together dealing with access points and will continued to
have staff conversations and quarterly meetings.

Councilmember Dietz inquired as to County Road 33 through the gravel pit.

Mr. Maurer stated that the county was still planning to close Proctor (CR77) in the spring of
2005 to allow the gravel companies to mine under the old roadway. After mining is complete
the gravel companies will be building the new roadbed followed by the county paving. This
work should be done in the next 24 months

Councilmember Farber asked about the east/west corridors and County Road 12. He stated
the County cut this road down to two lanes and he feels that it will need to go to four lanes.
He inquired if there is any thought of the County flnishing this job.

.

Mr. Maurer stated that the City would have to make that happen because the County won't
want to spend money to make a relatively new road larger because of development.
Councilmember Motin asked that when the City Engineer is looking at the road connections
to consider having a tunnel (large culvert) so that people can get from one side to the other.
