Item # 6.10.

13065 Orono Parkway
Elk River, MN 55330

April 1, 2005
File #: 813320J-0325

The Honorable Mayor and City Council
City of Elk River
13065 Orono Parkway
Elk River, MN 55330

RE: KING AVENUE PARKING LOT IMPROVEMENT
MISCELLANEOUS PARK IMPROVEMENTS

Dear Council Members:

As directed, we have completed the design of the King Avenue Parking Lot improvement
project. As part of the process we have been a participant with Heidi Steinmetz in the
Downtown Task Force dealing with design issues relative to construction of the King
Avenue parking lot. Attached is a site plan which shows the proposed final design. As we
have discussed previously, the proposal is to close the King Avenue access to Trunk
Highway 10 and to close the School District access to King Avenue and create a large
municipal parking lot. John Houlton from the First National Bank has agreed to have their
small parking lot included in the design; so as you will see, the First National Bank lot
adjacent to the Meat Market has been included into the design so it will appear as if it is one
large municipal lot. We have been able to achieve approximately 150 parking stalls, which is
just less than double what was in the area previously.

We are also proposing to bid along with the King Avenue Parking Lot, miscellaneous park
improvements that are included in the Parks Department budget for 2005. These
improvements include trails, ball courts, and playground areas at various parks throughout
the City. Attached for your consideration is a resolution that approves the plans and
specifications and authorizes the advertisement for bids for these two projects. Weare
proposing to open bids on Wednesday, April 27, 2005 so they will be available for the first
Council meeting in May for consideration of award.

Phone: 763.635.1000
Fax: 763,635.1090
, .
