<br />Amcon/ Great River Energy/CD 05-06 <br />April 4, 2005 <br /> <br />Page 2 <br /> <br />The new building will be located between the existing headquarters building and the railroad <br />tracks. <br /> <br />Building Elevations <br /> <br />The building will be constructed of tip-up concrete panels. The panels will be integrally <br />colored red exposed aggregate with either a smooth or corduroy finish. The building will be <br />34 feet high at its tallest point. <br /> <br />Parking/ Access <br /> <br />The applicant is constructing 156 additional parking spaces. Three new parking areas are <br />planned, one at north end of the new building, one at the south end and one in front of the <br />headquarters building. Parking is adequate for this site. No new highway access points are <br />proposed. There will be a new drive way connecting the new parking lot in front of the <br />headquarters building with the main driveway and another existing parking lot. Access to the <br />new building will be from existing driveways and loading areas. <br /> <br />Landscaping <br /> <br />Additional landscaping is proposed around the perimeter of the site. The landscaping is <br />clustered around the infiltration basin and the rain garden. Four shade trees should be <br />planted in the median in the new parking lot in front of the headquarters building. <br /> <br />Grading, Drainage and Utilities <br /> <br />Grading, drainage and utilities are addressed in the City Engineer's memo. <br /> <br />Planning Commission Meeting <br /> <br />At the Planning Commission meeting held on March 22nd, no one spoke at the public <br />hearing. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend that the City Council approve the <br />conditional use permit with the following conditions: <br /> <br />1. All comments of the City Engineer shall be addressed <br /> <br />2.
