Approve, by motion, the Grant of Permanent Easements Agreement, granting the city eight separate utility <br />easements for water and sewer lines on the Pipe Portfolio property. <br />2. Approve, by motion, the Utility and Ingress and Access Easement Agreement connecting Quinn Avenue <br />and the city water tower property providing the city permanent, legal access to the water tower. <br />3. Approve, by motion, the License Agreement granting Forterra (Pipe Portfolio) permission to store <br />materials and park on portions of the city-owned water tower property. <br />4. Approve, by motion, the Quit Claim Deed to Pipe Portfolio, which conveys any residual interest in <br />the previously vacated rights of way to Pipe Portfolio. <br /> <br />Background/Discussion <br />On April 17, 2017, the City Council approved a number of actions to vacate unnecessary rights of way <br />th <br />and easements on the Forterra (Pipe Portfolio) property located at 1340 6 Street NW, and replaced <br />those rights of way and easements with new, generally wider, easements for the existing water, sewer, and <br />electric utility lines on the property. The approval also provided staff with the authority to make minor <br />adjustments to the approved documents based on the continued discussions with Forterra. <br /> <br />The follow-up discussions with Forterra resulted in more document changes than anticipated including <br />quit claim deed.
