<br />Page 2 <br /> <br />City Council Minutes <br />December 12. 1988 <br /> <br />e <br /> <br />Discussion was held regarding charities outside Elk River selling pull <br />tabs in the community versus local organizations selling pull tabs. <br />Discussion was also held regarding whether or not Broadway Bar and Pizza <br />and Elk River Youth Hockey could mend their differences. Mr. Kurth. <br />owner of Broadway Bar and Pizza. indicated that although he had just <br />recently renewed the lease with Elk River Youth Hockey in November. he <br />wanted it to go on record that if there should be trouble again he would <br />like to have Camp Confidence sell pull tabs at his establishment. Mr. <br />Kurth noted that he has had previous problems with the pull tab operation <br />from Elk River Youth Hockey and that their gambling license had been <br />discontinued by the State one other time. <br /> <br />The City <br />policy on <br />the City. <br /> <br />Attorney stated that the City should set some guidelines or a <br />organizations requesting to operate a gambling license within <br /> <br />Mr. Larry Hennig indicated to the Council that he would like it on record <br />that he would like to operate under a gambling license at Broadway Bar <br />and Pizza for Camp Confidence if the opportunity became available. <br /> <br />e <br /> <br />COUNCILMEMBER TRALLE MOVED TO DIRECT CITY STArr TO DRAW UP GUII)j~tltmO P'~ll <br />REVIEW CONCERNING PULL TAB 'OPERATIONS WITHIN THE CITY . COUNCILMEMBER <br />DOBEL SECONDED THE MOTION. THE MOTION CAiUUID ;=0. <br /> <br />6. <br /> <br />Fire Department/Referendum Requested <br /> <br />Russ Anderson. Fire Chief. reviewed the aerial truck proposal and <br />building expansion. <br /> <br />The City Administrator indicated that the Council has previously been <br />informed of the possib1ity of a referendum regarding the need for an <br />aerial truck and fire department building expansion. He indicated that <br />direction is needed for the Council as to whether the referendum should <br />fund the entire bill or whether the City should pay for a portion of the <br />cost. The City Administrator reminded the Council of the request before <br />the Utilities Department for funds to help with the purchase of the fire <br />truck and building expansion. He further indicated that with the <br />possibility of the Utilities expanding their area. the City should <br />proceed with the intention that no funds will be received from Elk River <br />Utilites. <br /> <br />The Council discussed the fact that the City could fund the building <br />expansion over a period of ten years. <br /> <br />Counci1member Holmgren stated that a referendum for the fire truck only. <br />would keep the mill rate down which is a significant factor to <br />homeowners. <br /> <br />e <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO PROCEED TO PREPARE A REFERENDUM FOR THE <br />AERIAL PLATFORM PUMPER AT AN ESTIMATED COST OF $450.000 TO BE HELD ON <br />FEBRUARY 14. 1989. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br />
