THE TOWNHOUSE ASSOCIATION AGREEMENT AND THE TOWNHOUSE <br />BYLAWS MUST BE APPROVED BY THE CITY ATTORNEY; AND FURTHER THAT THE <br />DEVELOPERS POST A BOND WITH THE STREET SUPERINTENDENT TO ASSURE <br />REPAIR OF ANGEL STREET AFTER THE SEWER AND WATER LINES FOR THE PLAT <br />ARE CONNECTED TO THE CITY SEWER AND WATER. <br /> <br />3. THAT SEWER AND WATER LINES FOR THE PLAT ARE PROPOSED TO BE PRIVATE <br />AND MAINTAINED BY THE TOWNHOUSE ASSOCIATION AND THE DESIGN OF THE <br />SEWER AND WATER LINES SHOULD BE APPROVED BY THE CITY ENGINEER AND <br />THAT THE MPCA PERMIT TO EXTEND THAT SEWER LINE SHOULD BE OBTAINED BY <br />THE DEVELOPER. <br /> <br />4. THAT THE STRUCTURES WITHIN THE PLAT ARE BUILT 1 FOOT ABOVE THE 100 <br />YEAR FLOOD ELEVATION AND THAT ELEVATION MUST EXTEND FOR 15 FEET <br />AROUND THOSE STRUCTURES; AND THAT THE ACCESS TO THE UNITS WITHIN THE <br />PLAT MUST NOT BE MORE THAN 1 FOOT BELOW THE 100 YEAR FLOOD ELEVATION. <br /> <br />5. THAT $600 IN PARK DEDICATION FEE BE PAID TO THE CITY FOR THE THREE <br />NEWLY CREATED LOTS. <br /> <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />e <br /> <br />6.13.Final Plat/Oak Knoll/Bob Harris <br /> <br />Mayor Gunkel indicated that Mr. Bob Harris is requesting final plat <br />approval of the second phase of Oak Knoll Plat which consists of six non- <br />city sewered and watered single family lots. <br /> <br />Steve Rohlf. Building and Zoning Administrator. indicated that the <br />property lies within an R-1b zone. He indicated that the first phase of <br />the plat received Council approval on April 28. 1987. <br /> <br />COUNCILMEMBER TRALLE MOVED TO APPROVE THE FINAL PLAT OF THE SECOND PHASE <br />OF OAK KNOLL WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT PERK TESTS BE REQUIRED ON ALL LOTS IN OAK KNOLL SECOND ADDITION <br />PRIOR TO BUILDING PERMIT ISSUANCE. <br /> <br />2. THAT NO ADDITIONAL PARK DEDICATION OR PLATTING FEES BE ASSOCIATED <br />WITH OAK KNOLL SECOND ADDITION BECAUSE THE CITY ACCEPTED PARK LAND IN <br />LIEU OF THESE FEES. <br /> <br />3 . THAT THE STREET NAMES WITHIN THE PLAT BE DETERMINED BY STAFF. <br /> <br />4. THAT THE FINAL PLAT BE DATED. <br /> <br />e <br /> <br />5. THAT THE URBAN RUNOFF AND EROSION CONTROL HANDBOOK BE USED FOR A <br />STANDARD FOR CONTROLLING EROSION WITHIN THE PLAT. <br /> <br />6. THAT THERE BE A MINIMUM OF A 25 FOOT RADIUS ON THE CONNECTION TO WACO <br />STREET. <br />
