<br />MAIN STREET INFORMATIONAL MEETING <br />HELD AT LINCOLN COMMUNITY CENTER <br />TUESDAY. MARCH 29. 1988 <br /> <br />~ The Pre-construction public informational meeting conducted by City Engineer. <br />Terry Maurer. began at approximately 7:00 p.m. <br /> <br />Also in attendance: Pat K1aers. City Administrator; Estelle Gunkel. Mayor; <br />Gene Schuldt. Counci1member; Roger Dalbec. PCI; Clyde <br />Chase. Maier Stewart; Paul Boetcher. Maier Stewart and <br />approximately 25 citizens. <br /> <br />City Engineer began the informational meeting for the citizens abutting the <br />streets that will be under construction by reviewing his letter to them dated <br />March 14. 1988. This letter to the residents affected by the Main Street and <br />Jackson Avenue improvement projects provided telephone numbers and names of <br />contact individuals so that improvement related questions can be addressed in <br />a reasonable period of time and so that complaints/concerns can receive <br />immediate attention. <br /> <br />e <br /> <br />City Engineer indicated that the construction project would begin on Tuesday. <br />April 5. 1988. The construction project would begin with a "milling off" <br />process for removing the bituminous surface on the roads. The contractor for <br />this project. Progressive Contractor's. Inc. (PCI). will have three <br />construction crews in Elk River to work on the improvement projects. Two of <br />the construction crews will concentrate their efforts in the Central Business <br />District (CBD). After the bituminous surface is removed on Main Street. the <br />next step will be for the work crews to complete lateral and trunk main sewer <br />and water utility work. The third stage for construction will relate to the <br />placement of concrete curb and gutter and sidewalk. The City Engineer <br />indicated that property owners would be most affected when the digging for <br />municipal utilities was taking place in their immediate vacinity. Also. there <br />would be water shut-offs for certain properties depending upon the needs in <br />that location. <br /> <br />It was noted that there is a PCI construction trailer located in the fire <br />department parking lot so that if direct contact is desired by citizens they <br />can locate PCI representatives at the trailer. <br /> <br />It was also noted that citizens should attempt to refrain from contacting City <br />Hall with concerns about Main Street as City Hall employees have only a <br />limited knowledge of day to day activities and will not be able to respond to <br />the inquiries but only forward those inquiries on to the appropriate <br />individuals. If needed. weekly update meetings can be held between the <br />Engineer. Contractors and citizens. <br /> <br />At this time the meeting was opened up for questions from the public. <br />Questions from the public related to: <br /> <br />Notice time to property owners prior to water service being interrupted <br />(24 hours advance notice) <br /> <br />Parking configuration in the CBD (according to State MSA standards) <br /> <br />. <br />
