City Council Minutes October 30, 1989 Page 4 e The Council discussed possible ways of choosing the individuals from the groups to serve on the Task Force. It was the consensus that a letter of invitation be submitted to the groups chosen by the City Council to be represented with a request for a maximum of 3 names to be submitted to the Council. The Council would then choose a representative from each group. COUNCILMEMBER HOLMGREN MOVED TO FORM A COMMUNITY CENTER TASK FORCE WITH A MEMBERSHIP OF 11 INDIVIDUALS AS FOLLOWS: SENIOR CITIZENS (1) TEENS (1) ARTS COUNCIL (1) SCHOOL DISTRICT 728 (1) MINISTERlUM (1) CITY (1) CHAMBER OF COMMERCE (BUSINESS COMMUNITY) (1) COMMUNITY EDUCATION (1) AT LARGE (3) AND FURTHER THAT ALL MEMBERS BE RESIDENTS OF THE CITY OF ELK RIVER AND THAT THE TASK FORCE BE FINALIZED IN DECEMBER, 1989. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. e COUNCILMEMBER SCHULDT MOVED TO APPOINT COUNCILMEMBER HOLMGREN TO SERVE AS THE CITY REPRESENTATIVE, AS A VOTING MEMBER, OF THE COMMUNITY CENTER TASK FORCE. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0-1. COUNCILMEMBER HOLMGREN ABSTAINED. The City Administrator informed the Council that Finance Director, Lori Johnson, would be a City Staff representative on the Task Force without voting powers. The City Council discussed the time frame for this project. It was the consensus that the Task Force selection be completed in early December with their first meeting in January and that they report with a recommendation to the City Council of December 1, 1990. The Council discussed the amount of money the City would allow the Task Force to work with. It was the consensus that the City should not set a limit on the dollar amount. Councilmember Kropuenske indicated he would like to see the group form their own budget and that it be reviewed and approved by the City Council. e Mayor Tralle suggested that the City hire a facilitator to be present at the groups first meeting so as to focus the group toward its goals. The Council discussed this idea and suggested that the Council and the Task Force meet so the Council can inform the Task Force of their concerns and also help focus the group. It was also suggested that Councilmember Holmgren could convey the Council's ideas and suggestions as the Council representative. No decision was made regarding this matter.
