<br />City Council Minutes <br />October 30, 1989 <br /> <br />Page 4 <br /> <br />e <br /> <br />The Council discussed possible ways of choosing the individuals from <br />the groups to serve on the Task Force. It was the consensus that a <br />letter of invitation be submitted to the groups chosen by the City <br />Council to be represented with a request for a maximum of 3 names to <br />be submitted to the Council. The Council would then choose a <br />representative from each group. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO FORM A COMMUNITY CENTER TASK FORCE <br />WITH A MEMBERSHIP OF 11 INDIVIDUALS AS FOLLOWS: <br /> <br />SENIOR CITIZENS (1) <br />TEENS (1) <br />ARTS COUNCIL (1) <br />SCHOOL DISTRICT 728 (1) <br />MINISTERlUM (1) <br />CITY (1) <br />CHAMBER OF COMMERCE (BUSINESS COMMUNITY) (1) <br />COMMUNITY EDUCATION (1) <br />AT LARGE (3) <br /> <br />AND FURTHER THAT ALL MEMBERS BE RESIDENTS OF THE CITY OF ELK RIVER <br />AND THAT THE TASK FORCE BE FINALIZED IN DECEMBER, 1989. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />e <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPOINT COUNCILMEMBER HOLMGREN TO <br />SERVE AS THE CITY REPRESENTATIVE, AS A VOTING MEMBER, OF THE <br />COMMUNITY CENTER TASK FORCE. COUNCILMEMBER KROPUENSKE SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0-1. COUNCILMEMBER HOLMGREN ABSTAINED. <br /> <br />The City Administrator informed the Council that Finance Director, <br />Lori Johnson, would be a City Staff representative on the Task Force <br />without voting powers. <br /> <br />The City Council discussed the time frame for this project. It was <br />the consensus that the Task Force selection be completed in early <br />December with their first meeting in January and that they report <br />with a recommendation to the City Council of December 1, 1990. <br /> <br />The Council discussed the amount of money the City would allow the <br />Task Force to work with. It was the consensus that the City should <br />not set a limit on the dollar amount. Councilmember Kropuenske <br />indicated he would like to see the group form their own budget and <br />that it be reviewed and approved by the City Council. <br /> <br />e <br /> <br />Mayor Tralle suggested that the City hire a facilitator to be present <br />at the groups first meeting so as to focus the group toward its <br />goals. The Council discussed this idea and suggested that the <br />Council and the Task Force meet so the Council can inform the Task <br />Force of their concerns and also help focus the group. It was also <br />suggested that Councilmember Holmgren could convey the Council's <br />ideas and suggestions as the Council representative. No decision was <br />made regarding this matter. <br />
