<br />Page 4 <br /> <br />Joint City Council/Planning Commission Minutes <br />October 23. 1989 <br /> <br />e <br /> <br />Mayor Tra11e suggested that the Senior Citizens not be segregated <br />and put into one area of the City. <br /> <br />Counci1member Schuldt stated that the current Senior Citizen <br />facilities are within walking distance from the shopping area and <br />felt that this may be a good criteria to look at when considering <br />placement for Senior Citizen buildings. <br /> <br />6.2. Licensing of Rental Property <br /> <br />Mayor Tra11e stated that this topic was brought up at the Board of <br />Review in regard to the Landmark Motel. He stated that some of the <br />adjacent properties to the Landmark had been temporarily devalued <br />because of the Landmark Motel. Mayor Tra11e indicated that he had <br />discussed this matter with the City's Building and Zoning <br />Administrator and had concluded that the City has no legal right to <br />make inspections on rental property except by authority of the Fire <br />Chief. Mayor Tra11e stated that a possibility would be to set up a <br />rental license fee for all rental units within the City limits. He <br />indicated that the purpose of the License fee would be to allow the <br />City Building Inspectors to inspect the rental units. <br /> <br />e <br /> <br />The Building and Zoning Administrator <br />list of rental units within Elk River <br />for inspections and what type of <br />allowed to make. <br /> <br />suggested that staff supply a <br />and which units would qualify <br />inspections that the City is <br /> <br />6.3. Seven Member Council <br /> <br />The City <br />recently <br />Council. <br /> <br />Administrator stated <br />been discussing the <br /> <br />that the <br />possibility <br /> <br />Citizen's League had <br />of an expanded City <br /> <br />Commissioner Kimball noted that the Citizen's League will be <br />holding a public informational meeting on November 9. from 7:00 to <br />8:30 p.m. at the Community Education building. He further noted <br />that neighboring governments will be invited. Mr. Kimball stated <br />that Joel Jamnick. of the League of Minnesota Cities. stated that <br />he would speak on the issue of expanding the City Council from a <br />five member to seven member Council with the Council's permission. <br /> <br />It was the consensus of the City Council to allow Mr. Jamnick from <br />the League of Minnesota Cities. and City Attorney. Tim Keane. to <br />speak on this topic. as it was felt this topic would be an upcoming <br />issue in the City of Elk River. <br /> <br />e <br /> <br />Mayor Tra11e stated that the neighboring communities should be <br />working together in economic development matters. <br />
