City Administrator. stated that the City is having serious <br />concerns as to whether or not the City's treatment plant should accept <br />the water generated from the RDF plant which has come into contact with <br />any RDF material. He indicated that the City has received a <br />recommendation from the Engineer stating that there is a potential that <br />this type of water could damage the City's treatment plant. The City is <br />weighing the risk to the plant to the fees received. He indicated that <br />the City is considering this. but at the present time. have a negative <br />view of the proposal as they do not believe they would gain enough <br />revenue to justify the risk to the treatment plant. <br /> <br />Steve Shurts. representative of UPA. was present to update the Council of <br />the status of UPA burning of RDF. Mr. Shurts indicated that UPA has been <br />doing trial burns of RDF during the day from 8 a.m. to 5 p.m. He stated <br />that things have been going well. He further indicated that the <br />maintenance people are working in the evening to repair. replace and <br />update equipment. He stated that units 1 and 2 are both burning and <br />unit 3 will be in operation for RDF within a week. Mr. Shurts further <br />stated that by mid-May they are hoping to be burning 700 to 1000 tons per <br />day. He indicated that the ash from the fuel is being delivered to the <br />Red Wing landfill and that the material is being contained in the trucks <br />as requested by Council. <br /> <br />Steve Rohlf stated that the Elk River Landfill is bidding for the rejects <br />from NSP and UPA. He indicated that in order for them to be allowed to <br />receive these rejects at the landfill. NSP and UPA would require a change <br />in their permits to allow this. Mr. Rohlf indicated that the staff had <br />no problem with allowing the Elk River Landfill to receive the rejects. <br /> <br />The City <br />updates. <br />future. <br /> <br />Council thanked the representatives from NSP and UPA for the <br />NSP and UPA invited the Council to tour the facilities in the <br />A date of July 24. 1989. was tentatively set up for this tour. <br /> <br />6. Audit Presentation <br /> <br />Mr. Gary Groen of Abdo. Abdo. and Eick presented the 1988 Audit to the <br />City Council. Mr. Groen briefly reviewed the audit with the Council and <br />discussed several issues including the fund balance. Fire Relief <br />Association. and liquor and sewer profits. Mr. Groen indicated that the <br />City's fund balance has increased since 1987. He indicated that the fund <br />balance for 1988 was $530.986. <br /> <br />Mr. Groen discussed the Fire Department activities with the City Council. <br />He indicated that the Fire Department is a department of the City and, <br />therefore. the funds received by the Fire Department should come through <br />the City. <br /> <br />Councilmember Holmgren expressed his concern that the Council is <br />responsible for the Fire Department funds yet they never see any actual <br />numbers or dollar amounts from the Fire Department. He indicated that <br />this has been brought up for three years in a row yet nothing has <br />changed regarding this matter. Councilmember Holmgren stated he would <br />like the City Administrator to get a legal opinion on how to handle this <br />situation. <br />
