<br />Page 4 <br /> <br />e <br /> <br />Recreation Board Minutes <br />April 5, 1989 ~ <br /> <br />Regarding park and recreation finances, for current and future projects, <br />the City Council indicated that garbage tipping fees are not available or <br />feasible at the present time. The Council encouraged the Recreation <br />Board to utilize the availability of community revenues from such non <br />profit organizations as the Legion Club. The City Council indicated the <br />unlikelihood of a park and recreation referendum being successful until <br />the community got larger and its tax burdens were reduced. The <br />Recreation Board was encouraged by the Council to apply for LAWCON Grants <br />for appropriate park development and land purchases. It was noted by the <br />City Administrator that the Recreation Board has limited input in the <br />Annual General Fund City Budget but has significant input in the Annual <br />Capital Outlay Budget (use of Park Dedication Fees). <br /> <br />Regarding projects for 1989, the City Council indicated that no LAWCON <br />Grants should be submitted in 1989 for the purchase of the Houlton Farm <br />as this is not a feasible economic purchase at this time and Mr. Houlton <br />will not consider such a sale at this time. The City Council indicated <br />its support for the construction of a new warming house in Handke Pit <br />through City funds in spite of this expenditure not being included within <br />the City General Fund Budget. It was noted that Park Dedication Fees <br />could finance this expenditure and that the 1988 estimate for this item <br />was $7,000. <br /> <br />e <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE THE EXPENDITURE OF <br />APP~OXIMATEtY $7.000 or PARK DEDICATION FEES FOR THE CONSTRUCTION OF A <br />NEW WARMING HOUS! AT HANDKE PIT. COUNCILMEMBER DOBEL SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />The City Council acknowledged that this was the first expenditure of <br />municipal funds on school property for City recreational purposes. It <br />was acknowledged that in order to increase park and recreation <br />opportunities in the future, these type of expenditures and cooperation <br />with the School District will be needed. The City Council stated its <br />support for the recommended refinement of the cross country skiing trail <br />system. developing the access/parking for Woodland Trails Park. and the <br />development/control access and parking for the railroad trail. The City <br />Council declined to speculate on 1990 and beyond park projects. <br /> <br />The City Council discussed with the Recreation Board the Park and <br />Recreation Advisory Commission Ordinance. The City Council indicated <br />that it was their desire to have the park and recreation group function <br />in a similar manner to the Planning Commission. which is strictly <br />advisory to the City Council. <br /> <br />6.
