<br />Elk River City Council Minutes <br />March 20. 1989 <br /> <br />e <br /> <br />11. <br /> <br />e <br /> <br />12. <br />12.1 <br /> <br />Page 10 <br /> <br />Sandy indicated that Alice Heinecke and Brenda Ebner have increased their <br />hours in 1989 in order 0 keep up with the workload and indicated that <br />they have taken on a vari ty of duties in the past year in order to keep <br />up with this workload. Ms. Thackeray indicated that Brenda and Alice <br />have done a remarkable job in adapting to these increased <br />responsibilities and commended them on their efficiency which keeps the <br />Administration Department running very smoothly. Sandy concluded by <br />stating that 1988 was a very productive year and further that 1989 would <br />present more challenges and that the Administration Department is ready <br />to meet these challenges. <br /> <br />City Administrator Update <br />The City Administrator indicated that the Recreation Board had extended <br />an invitation to the City Council to hold a joint meeting on April 5. <br /> <br />COUNCIL MEMBER DO BEL MOVED TO CALL A JOINT MEETING ON APRIL 5. 1989. WITH <br />THE RECREATION BOARD TO BE HELD AT CITY HALL AT 7: 00 P.M. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE. MOTION CARRIED 5-0. <br /> <br />The City Administrator indicated that the County Assessor has requested <br />to meet with the City Council in order to explain the tax changes. <br /> <br />MAYOR TRALLE MOVED TO CHANGE THE TIME OF THE REGULAR!. Y SCHEDULED CITY <br />COUNCIL MEETING ON MARCH 27. 1989. TO 6:00 P.M. FOR THE PURPOSE OF THE <br />COUNTY ASSESSOR MEETING WITH THE CITY COUNCIL TO DISCUSS TAX LAW CHANGES. <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 4-0-1. <br />COUNCILMEMBER HOLMGREN ABSTAINED DUE TO A CONFLICT OF INTEREST. <br /> <br />Hiring of Police Officer <br />The City Adminstrator informed the Council that Russ Johnson. the <br />applicant whom the Council had authorized to hire as Police Officer for <br />the Elk River Police Department. has decided not to accept the position. <br />He indicated that the second choice is be Kenneth Rawlins. who is also a <br />very qualified candidate from the Anoka Police Department. Pat Klaers <br />indicated that the Chief of Police is requesting that the Council <br />authorize the hiring of Kenneth Rawlins. <br /> <br />COUNCIL MEMBER DOBEL MOVED TO HIRE KENNETH RAWLINS AS POLl CE OFFl CER FOR <br />THE CITY OF ELK RIVER WITH EMPLOYMENT STARTING DATE TO BE APRIL 5. 1989. <br />AND THAT SALARY BE AT THE TOP STEP OF THE UNION PAY SCALE FOR THE <br />POSITION OF POLICE OFFICER AND FURTHER THAT THERE BE A ONE YEAR <br />PROBATION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION.
