Elk River City Council Minutes March 20. 1989 e 11. e 12. 12.1 Page 10 Sandy indicated that Alice Heinecke and Brenda Ebner have increased their hours in 1989 in order 0 keep up with the workload and indicated that they have taken on a vari ty of duties in the past year in order to keep up with this workload. Ms. Thackeray indicated that Brenda and Alice have done a remarkable job in adapting to these increased responsibilities and commended them on their efficiency which keeps the Administration Department running very smoothly. Sandy concluded by stating that 1988 was a very productive year and further that 1989 would present more challenges and that the Administration Department is ready to meet these challenges. City Administrator Update The City Administrator indicated that the Recreation Board had extended an invitation to the City Council to hold a joint meeting on April 5. COUNCIL MEMBER DO BEL MOVED TO CALL A JOINT MEETING ON APRIL 5. 1989. WITH THE RECREATION BOARD TO BE HELD AT CITY HALL AT 7: 00 P.M. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE. MOTION CARRIED 5-0. The City Administrator indicated that the County Assessor has requested to meet with the City Council in order to explain the tax changes. MAYOR TRALLE MOVED TO CHANGE THE TIME OF THE REGULAR!. Y SCHEDULED CITY COUNCIL MEETING ON MARCH 27. 1989. TO 6:00 P.M. FOR THE PURPOSE OF THE COUNTY ASSESSOR MEETING WITH THE CITY COUNCIL TO DISCUSS TAX LAW CHANGES. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 4-0-1. COUNCILMEMBER HOLMGREN ABSTAINED DUE TO A CONFLICT OF INTEREST. Hiring of Police Officer The City Adminstrator informed the Council that Russ Johnson. the applicant whom the Council had authorized to hire as Police Officer for the Elk River Police Department. has decided not to accept the position. He indicated that the second choice is be Kenneth Rawlins. who is also a very qualified candidate from the Anoka Police Department. Pat Klaers indicated that the Chief of Police is requesting that the Council authorize the hiring of Kenneth Rawlins. COUNCIL MEMBER DOBEL MOVED TO HIRE KENNETH RAWLINS AS POLl CE OFFl CER FOR THE CITY OF ELK RIVER WITH EMPLOYMENT STARTING DATE TO BE APRIL 5. 1989. AND THAT SALARY BE AT THE TOP STEP OF THE UNION PAY SCALE FOR THE POSITION OF POLICE OFFICER AND FURTHER THAT THERE BE A ONE YEAR PROBATION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION.
