<br />City Council Minutes <br />December 17, 1990 <br /> <br />Page 5 <br /> <br />e <br /> <br />freestanding sign and a variance of sixteen square feet for the maximum <br />size of a freestanding sign within the C-2 zoning district. Ms. <br />Szklarski indicated that the sign would be located at 503 Jackson <br />Avenue. <br /> <br />Ms. Szklarski indicated that staff felt the applicant met the hardship <br />standards required for a variance due to the location of the sign and <br />the possible number of tenants allowed in the building which would <br />allow for an excessive amount of signage for the site. <br /> <br />Rob VanValkenburg, Planning Commission Representative, indicated that <br />the Planning Commission reviewed the request and felt that the variance <br />request for sign height met the five standards required for a <br />variance. He further indicated that the Planning Commission felt the <br />increase of the sign from thirty-two square feet to forty-eight square <br />feet was a good compromise in lowering the amount of wall signage <br />allowed on the building due to the number of tenants allowed. He <br />indicated that the Planning Commission voted unanimously to approve the <br />variance request. <br /> <br />Mayor Tralle opened the public hearing. There being no one for or <br />against the matter, Mayor Tralle closed the public hearing. <br /> <br />e <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE SEVEN FOOT VARIANCE REQUEST <br />FOR THE MAXIMUM HEIGHT OF THE FREESTANDING SIGN AND THE SIXTEEN SQUARE <br />FOOT VARIANCE FOR THE MAXIMUM SIZE OF THE FREESTANDING SIGN LOCATED AT <br />503 JACKSON AVENUE WITH THE STIPULATION THAT THE WALL SIGNAGE BE <br />LIMITED TO 200 SQUARE FEET TO BE DIVIDED AMONG THE TENANTS AT THE <br />PROPERTY OWNER'S DISCRETION BASED ON THE FOLLOWING FINDINGS OF FACT: <br /> <br />1. That the applicant wants to keep the building residential in <br />nature to reflect the intent of the C-2 district and the ordinance <br />does not allow him to do that. <br /> <br />2. The amount of wall signage allowed in this situation would be <br />excessive for a C-2 zone. <br /> <br />3. Both the City and the property owner desire to limit the wall <br />signage in keeping with the spirit of the zoning district. <br /> <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.4 Conditional Use Permit Request by Brent & Geraldine Fisher/P.H. <br /> <br />Mayor Tralle indicated that Mr. and Mrs. Fisher are requesting a <br />condi tional use permit to allow an agricultural use on a 5.67 acre <br />parcel of land. Janelle Szklarski, Zoning Assistant, stated that the <br />Fishers are proposing to have three horses, some goats and chickens on <br />their property. <br /> <br />e <br /> <br />Planning Commission Representative Rob VanValkenburg indicated that the <br />Planning Commission reviewed the request for a conditional use permit <br />and found that the request met the seven standards required for a <br />
