She <br />encouraged the Council to retain the position. <br /> <br />Mayor Tralle stated that he did not feel the revolving loan fund would <br />be an option for funding the position. He did indicate that the City <br />is investigating the possibility of funding the position through <br />landfill funds. <br /> <br />Jackie Schuelein stated that the burden of economic development fell on <br />volunteers prior to Dick Fursman filling the position of Economic <br />Development Coordinator. She stated that the Chamber does not have the <br />staff or training to do economic development in the City and that she <br />is in favor of the Council hiring an Economic Development Coordinator, <br />to replace Dick Fursman. <br /> <br />Art Hubnar, owner of Elk River Glass and Window, stated that he is in <br />favor of the Economic Development Coordinator position. <br />Carol Mills, Guardian Angels, stated that she has worked with Mike <br />Mulrooney, the City's Economic Development Consultant, and feels that <br />he is a very capable person. She also stated that there is a certain <br />lack of control when using consultants and that she would be in favor <br />of the City hiring an Economic Development Coordinator. <br /> <br />e <br /> <br />The City Administrator submitted letters from Dick Moore and Dick <br />Gongoll indicating they were in favor of hiring an Economic Development <br />Coordinator. <br /> <br />Ron Black stated that he was also in favor of hiring an Economic <br />Development Coordinator for the City as the City does need a contact <br />person in house. <br /> <br />Marcy VanValkenburg stated that the City's previous Economic <br />Development Coordinator had helped her husband in the completion of the <br />AmericInn and felt that it is very helpful to have a person on staff. <br /> <br />Dr. Howard Johnson stated that he was in favor of hiring an Economic <br />Development Coordinator and would rather see a person on staff as this <br />would be more productive. <br /> <br />Pat Klaers, City Administrator, stated that the proposal by the <br />Economic Development Consultant was meant to assi,st the Council. He <br />stated that the proposal was submitted with the best intentions and <br />that Mr. Mulrooney is not trying to eliminate the position but was <br />trying to offer the Council an alternative. <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO FILL THE POSITION OF ECONOMIC <br />DEVELOPMENT COORDINATOR OR DEVEI,OPMF.NT COORDINATOR WITH A FULL TIME <br />STAFF PERSON FOR THE 1990-91 YEAR AND THAT MICHAEL J. MULROONEY'S FIRM, <br />ADVANCE RESOURCE FOR DEVELOPMENT INC., BE RETAINED AS THE CITY'S <br />ECONOMIC DEVELOPMENT CONSULTANT AND FURTHER THAT CITY COUNCIL, AT A <br />WORKSHOP SESSION, REVIEW THE JOB DESCRIPTION OF THE ECONOMIC <br />DEVELOPMENT COORDINATOR'S POSITION AND THE QUALIFICATIONS DESIRED IN <br />THE NEW STAFF PERSON FILLING THAT POSITION. COUNCILMEMBER SCHULDT <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br />
