The Finance Director informed the Council <br />that the City will be incurring costs by doing the billing, however, <br />will also recover those costs through the billing system. <br /> <br />7.3. City Travel Policy <br /> <br />Lori Johnson, Finance Director, informed the Council that the City has <br />developed a travel reimbursement policy to reimburse employees and <br />appointed elected officials for expenses incurred while acting as <br />representatives of the City. Ms. Johnson informed the Council that she <br />had researched other communi ties regarding the guidelines which they <br />used, and further, that she had consulted with the Auditor and the <br />State and feels that a travel policy is necessary as part of the City's <br />internal control system. <br /> <br />COUNCILMEMBER DOBEL MOVED TO APPROVE THE TRAVEL REIMBURSEMENT POLICY. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. <br /> <br />Councilmember Schuldt indicated that he did not feel the Council should <br />have ask for approval from a Department Head or City Administrator <br />prior to receiving reimbursement or taking a conference trip. <br /> <br />THE MOTION CARRIED 4-0. <br />e 7.4. Fire Lane Ordinance <br /> <br />The City Administrator informed the Council that the Chief of Police <br />has requested a fire lane ordinance to be approved so that tickets <br />issued for violations of fire lane parking can be defended in the <br />Courts. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT ORDINANCE 90-17, AN ORDINANCE <br />AMENDING SECTION 1100.10 RELATING TO PARKING AND FIRE LANES. <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />7.5. Woodland Trails and Hillside Park Plan Reports <br /> <br />The City Administrator informed the Council <br />Recreation Commission has reviewed both of <br />recommended that the Council accept the plans. <br /> <br />that <br />these <br /> <br />the Park <br />reports <br /> <br />and <br />and <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE RECOMMENDATION OF THE PARK <br />AND RECREATION COMMISSION TO ADOPT THE WOODLAND TRAILS PARK PLAN AND <br />HILLSIDE PARK PLAN AND FURTHER THAT WOODLAND TRAILS PARK IS THE HIGHER <br />PRIORITY. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. <br /> <br />e <br /> <br />Councilmember Schuldt stated that Woodland Trails should be a primary <br />recreational area and not just used for ski trails. Councilmember <br />Holmgren stated that open space land for is a higher priority than <br />those two parks. <br />
