<br />City Council Minutes <br />April 23, 1990 <br /> <br />Page 3 <br /> <br />e <br /> <br />6.3 & 6.4 Consideration of Conditional Use Permits and Solid Waste Licenses <br />by NSP and UPA/Public Hearin~ <br /> <br />Mayor Tralle introduced Mr. Gregory Carpenter, from Coopers and <br />Lybrand. He stated that the firm of Coopers and Lybrand was authorized <br />by the City to do an audit in an effort to gain better understanding of <br />the operation at the RDF Plant and the financial interrelationships <br />between NSP, UPA, Hennepin County, Anoka County and the Tri-County <br />Group. Mr. Carpenter reviewed the audit with the City Council. He <br />indicated that the audit was an overview of the collection, <br />transportation and disposal of municipal solid waste in Hennepin, <br />Anoka, and Sherburne counties and the tri-county area. After review of <br />the audit, Council discussed with Mr. Carpenter how to evaluate the <br />money that is collected through Anoka and Hennepin counties and to see <br />what amount is going into recycling programs and if there is a deficit <br />or excess at the end of the year. <br /> <br />The Council recessed from 9:00 to 9:10 p.m. <br /> <br />Steve Rohlf, Building and Zoning Administrator, indicated that the <br />conditional use permits and licenses for NSP and UPA have expired and <br />are up for renewal. He stated that the City has several concerns <br />relating to the conditional use permits and licenses for both NSP and <br />UPA and that the Planning Commission has reviewed these concerns. <br /> <br />e <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />Mayor Tralle indicated that the following issues were discussed by the <br />Planning Commission regarding United Power Association: <br /> <br />Testin~ of Dioxins and Furons <br />The Building and Zoning Administrator stated that UPA is requesting <br />that the testing for dioxins and furons be every 15 months, which is in <br />accordance with MPCA' s schedule. He further indicated that the City <br />has requested testing every 9 months. Mr. Dan McConnan of UPA stated <br />that the State is submitting a new proposal which would require testing <br />every 12 months. <br /> <br />It was the consensus of the Council to accept the Planning Commission's <br />recommendation that no change in the schedule be set until the results <br />of the next test are in. UPA could ask for an amendment to their <br />permit at that time. <br /> <br />Hot Loads <br />The Building and Zoning Administrator stated that on two occasions, <br />smoldering loads of RDF were delivered to the UPA site. He stated that <br />the concern is regarding the runoff of the fire suppression waters to <br />put the fires out. <br /> <br />e <br /> <br />It was the consensus of the City Council to accept the recommendation <br />of the Planning Commission that staff be notified immediately if there <br />is a hot load of RDF delivered, and further that UPA provide a diked <br />area to contain run-off from associated fire suppression water if staff <br />deems it necessary. <br />
