<br />e <br /> <br />MEETING OF THE BOARD OF REVIEW <br />THURSDAY, APRIL 12, 1990 <br />COUNTY ADMINISTRATION BUILDING <br /> <br />MEMBERS PRESENT: <br /> <br />Mayor Tralle, Councilmembers Dobel, Schuldt, and <br />Kropuenske <br /> <br />MEMBERS ABSENT: <br /> <br />Councilmember Holmgren - absent due to a conflict of <br />interest <br /> <br />STAFF PRESENT: ' <br /> <br />Sandy Thackeray, City Clerkj Jerry Kritzek, Assessor; <br />John Cullen, Assessorj Ty Bischoff, County Assessor <br /> <br />Mayor Tralle called the meeting to order at 6:00 p.m. <br /> <br />Ty Bischoff, County Assessor, explained that the City Council is acting as <br />the Board of Review and is sitting in judgement of the work done by the <br />County Assessors office for taxes payable in 1991. <br /> <br />e <br /> <br />Mr. Bischoff explained that property values have increased in Elk River. He <br />stated that due to this, a 5% blanket increase on property values has been <br />applied to Elk River properties and also that land adjustments have been <br />made. He stated that the State will not accept less than 90% of the <br />estimated market value to the sale price of the property. <br /> <br />The following cases were heard by the Board of Review: <br /> <br />1. Geor~e Klaers - 75-503-0738 - $107.900 <br /> <br />Mr. Klaers questioned the reason his property value increased as much <br />as it did. He stated that his lot was in Brentwood but was not <br />wooded. John Cullen, Assessor, stated that he did not increase the <br />value of the home but did increase the value of the land. He indicated <br />that he did not differentiate between the wooded and nonwooded lots in <br />Brentwood. <br /> <br />COUNCILMEMBER <br />TO COMPENSATE <br />OF $104,900. <br />CARRIED 4-0. <br /> <br />KROPUENSKE MOVED TO REDUCE THE LAND VALUATION BY $3,000 <br />FOR THE NONWOODED LOT, THEREBY LEAVING A TOTAL VALUATION <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION <br /> <br />2. <br /> <br />Randall Lesnau - 75-514-0260 - $156.900 <br /> <br />e <br /> <br />Mr. Lesnau stated that his appraised value was within 95% of the market <br />value. He indicated that he has taken a sample of market values and <br />ratios that are much lower than 95%. He presented the samples to the <br />Board of Review for evidence. He stated that his contention is that <br />the system is not equitable in that not every home is assessed at the <br />correct rate and a lot of people are paying the burden for others. <br />Mayor Tralle explained that the City does not have enough assessors to <br />reassess all the properties in Elk River. He indicated that the goal <br />is to visit each home in Elk River at least every 4 years, and further <br />
